I would like to point out that the Amarr Empire is the most populous state in the cluster.
It has slaves, yes, but it also has a massive amount of commoners. After the Empress' freeing of 9th gen or later slaves, it's actually difficult to end up with slave labor unless you're specifically doing business with a noble house.

Oh, dear.
Um. Mr. Bedala? You might misunderstand kind of badly.
The Caldari don't absolve themselves of guilt by either paying off the aggrieved or enjoying their own profits (at least directly). Except where it touches on Caldari interests, outsiders' business is none of theirs. They absolve themselves of guilt by looking at outsiders' suffering, shrugging, and saying, "That's your tough luck and not my problem."
They're not neutral at all; they're pro-Caldari, and anti-Gallente by implication.
Also, their stubbornness tends to increase in proportion to how much pressure they're under. For outsiders, trying to make them do anything, especially at gunpoint (even something they might have otherwise wanted to do), is a good way to ensure that they won't do it.
