nope, they are however I believe subject to stacking penalties, not 100% sure how they apply if they are coming from different ships, but I believe it is the same as if they all came from one, but I may be wrong.
that said I'd say there is a point where if you have a bunch of webs it makes sense for some people to bring other forms of ewar like painters and damps. and you should make sure you have a mix of long points and scrams
in a quick eft example a painter is better than a 4th web, but a 3rd web is better than the painter. this graph pretty much shows the effect of adding an additional web (Note it switches between 55-60% speed reduction depending on the web that is available at that range). The first few webs make big difference, 5-8 not so much. http://i.imgur.com/VorxVVm.png

Stacking penalties always apply vis-a-vis the number of effects on a given ship, so webs are all stacked against each other.
The odd cases come from, for instance, remote tracking computers and tracking computers. Since they're affecting the same stats (ie, those of the target ship) they stack together.

1st = 60% 2nd= 84% 3rd= 93.6% 4th= 97.54% 5th= 98.976% 6th= 99.5904% 7th= 99.83616% 8th= 99.934464%
so according to that number the most effective are 3 webs for most situation |

Umm. Those figures don't include stacking penalties, which are a real thing. |
