-Someone smarter would have to do the math, but Basic function would be this Ship A has a tractor beam and uses it on Ship B. Depending on the speed and/or mass of the ship being tractored, would modify the effect of the tractor beam.
Would allow some change in play style: where some people like to keep range on their for, this could give brawlers a change to counter the ranged players. Under current none boosted tractor use - there would not be much change on major long range use. The use of ships with bonuses to tractor beams would be seen more often in PVP fights.
I.e. A marauder or noctis seen in PVP fights to help pull those wiggly small ships closer.
I don't think it should prevent warp, as long as they allow themselves to be pulled in the direction that allows them to meet the requirements to warp.
I.e player A's frigate is being tractored in by player B's Cruiser. A's speed still allows him to pull way from the beam but at a major reduction to speed. A sees that there is a planet behind B, and sets his ship to warp. As the ship aligns and as achieved the speed it needs to warp, it does so.
(So need pictures/diagrams)
There would/could be some fun uses for ships of different sizes and how they would react due to mass.

Not much for the PvP side of the game but I still hate this idea.
-1 because - stealth ganking buff. CCP will make ganking easier when / if they think it is needed.
-1 because webifiers and all that type of stuff.
-1 because you cannot have a lazy persons way of dictating engagement range.
-1 because tractor beams to not now and never should have the strength to overcome a ships engines.

I was at work and realized I had left some balance stuff out...
Yet, I still think I stated, It would have to balance a ships mass and speed in the equation...
A BS could pull a frigate closer due to size, but not the other way around. Though the frigate could use it for a small boost to get in closer faster
Over all > just an idea... Was thinking of the whole "While in most science fiction, tractor beams are used to catch smaller ships and keep them from running from the big guy who wants to BOARD :D

only problem i had with that idea was webs are a tool for giving you control over how much trans you have in an engagement
depending on if you needed it high or you needed it low rather than simply to make your target easier to hit they are also used to make you harder to hit
now i mainly only use webs in solo or small game fleets generally limited to desis and lower where webs are used in this way and i can see how this would improve game-play in other areas and i would not be against this idea just sad that it would remove a lot of the current tactics from small pvp

I like this idea and feel like brawling ships in general could do with something to help them get on top of or hold down targets. The fact that brawlers use a MWD doesn't really mean anything since nearly all kiting ships also fit MWDs and these also generally fit nanos and other speed enhancing mods. Short of landing the perfect warpin there is not much a brawler can do to close range and catch their target, and basically this means that especially solo or in small gang you can only brawl people who agree to come in close and this is why the kite meta is so prevalent.
I believe that EvE is in need of more counter play options as current range dictation mods have little use. |

I am imagining how awesome this would be on a Marauder. Able to pull anything smaller towards you with zero transversal velocity, anytime it is within 48km. Yeah, that's not totally overpowered...
Not supported, but fun to think about.

tractor beams have a very small effect, maybe it takes 1 module per 1m/s effect on a single ship. get 50 pals together with 2 tractors in the utility highs each and start pulling cap ships out of formation/rep range.
such effect would be nothing to frigs, a slight hindrance to cruisers( although 100 tractors taking a total of 100m/s off the top mwd speed is nothing) an irritation to BC's and downright annoying to BS and up.

Yeah. It is a fun idea... that will never come to be...
specially if the ships mass was taking into the formula...
A frigate will never move a BS. or a BS a Super Capital... Just have to remember, no matter who is using the tractor, the smaller mass gets pulled to the bigger object.
Not saying a swam of frigates couldn't pull something if they all travel in the same direction at the same speed... Like mini-tug-boats...
