i am not going to go off topic just a simple claw fitting I mostly use.
3x 150mm a/c II's 1 missile luncher/ nos
MWD II Disruptor II
SarII overdriveII x 2 nano II
with max nav and v-good gunnry (crap missil skills ) this will do 7k/s, 95dps or 222 per volly and most of all fun to fly. Srsly, though, I used the same setup, but with artillery instead of ACs so I could sit way out at 20km. Also, I used the guns to shoot down drones as much as enemy ships, so I could just pop away at them without worrying about the range.

1x Nanofiber T2 2x Overdrives T2 1x Capacitor Power Relay (any)
I'm often flying with gangs that already have as much Warp Scrambling as we need, but usually are short on webs. I came up with this in mind. Nothing particularly fancy, orbit very close and fire away. Should be able to keep speed high enough to escape enemy webs you might fall into. The idea of the Capacitor Power Relay is to ideally keep the MWD on as long as possible with the web. My current speed in this is 7094 m/s.
In my experience with this (I'm still trialing it), it's proven to be quite a capable interceptor killer and worthwhile additional DPS + web. I'm using 150mm's here, instead of 200mm purely based on tracking speed. I plan on trying out 200mm's later.

i use the exact same setup as OP(save for the relay; i use an OD) and i pvp just fine in low-sec, in fact its the most fun ive had in ANY ship ive flown, furthermore even with the ab im still 6-1, this is all solo too btw. best sig ever:)

My setup.
3x 250mm arty II's I use the 0% range increase/decrease (Depleted uranium?) gives me about 10km optimal and 11km falloff.
1x MWD II 1x 20km scram (no point in tech II, I only have just over 20km long range)
1 SAR II 2 NANO II 1 Gyro II.
Gives me just over 5000m/s with my skills (Acc. control III, Navigation V)
Tackler + drone popper. Might be a decent dog fighter. But the short lock range sucks. Considering the ship + insurance + fittings was still at least 10mil cheaper than a non-fitted crow, I love it.

2x 250mm II, 2x 'limos' standard mwd II, j5 disruptor 2x cpr II, 2x overdrive II CCC Rig Fits me with 125/125cpu and 49.28/50pg (awu 4) Needs ccc rig to keep disruptor running at all time making it a bit more expensive, but with Trinity (80% cap reduction for the disruptor) you can lose the cap mods and fit even more speed . Set orbit to 13km and you fly close to 5km/s @ ~18km. Still have to try it vs other inties, but might just be able to kite out a crow .

grats for this set up : i'm one of the few that like claws
with faction ammo, perma speed without a ccc, as long as u stay in faction ammo. with my skills pg 49.96 out of 50 and cpu 122.8 out of 125, with arbalest stand launchers lol if you change the lauchers for t2 rockets(using javelin ones : u loose some speed, but keep excellent range), u save some pg, allowing you to fit a t2 disruptor and putting a projectile dp rig or 2.
