We are fighting a losing battle, friends.
I speak not of the nerfs, I speak not of the anti-gankers, anti-can flippers, and bears. I speak of the mindset of the current majority of EVE players.
Risk averse play, or more so hatred of content providers, is the bane of the game so far. On successful destruction of a target's assets, content providers (be it gankers, wardeccers, or whatever) are in many cases subject to a vast variety of insults ranging from living in their parents basements all the way to threats of violence and wishing of terrible diseases and events to themselves or their family (really, why?).
In an homage to both of the best thought out means of highsec content creation, specifically Feyd's kill it forward program and The New Order itself (as well as inspiration from reading Zeus Maximo's post in Bronson's CSM thread), I have designed a new program to get players ATTRACTED to fighting one another.
Currently, highsec ganks performed by Agents of the New Order (be it CODE. or whomever) are required to pay a fee of 10m ISK to obtain their permit.
I am now issuing highsec operations permits in support of The Code (NOT CODE., two different things...), with one major change..
After a gank, instead of requiring payment, I will contract the deceased a gank fit boat. Flying with a squad, on comms, they will EARN their permit by enforcing The Code, tasting blood from their peers for the first time. Once they perform the gank, the cost of their ship will be refunded to them in full, and the permit issued.
Why do this?
Simply to expose a player who may never take that first step into a combat mindset to make the attempt. It may not cause them to go full metal jacket, but that event -- the first time you kill something in EVE -- is something you really dont forget. The pulse quickens. Breathing is fast. You realize losses matter, and for the first time, you TAKE.
Some will rage. Some will refuse.
But some will learn. And none who participate will forget.

Being part of a squadron that undocks with the certainty of destruction... landing on grid as a unit.. vaporizing the target with military precision... those things can alter one's perception of a game they once saw as a ISK factory. Interesting idea, could work for some.
'...losses matter' if it's from an isk perspective, thanks to PLEX it doesn't really matter that much. I would think it would matter more from a logistics point of view getting the parts and hull for your replacement ship.
Biggest problem is new players get just PvE type career missions to introduce them into the game. The other issue is the lack of sp so they can't do much in the way of combat PvP. Kind of like starting in a company at the bottom and being told that you can sweep the floor for the first 3 months.

I do this myself.
I have baptized 2 new Agents in the past 3 days alone just from speaking with them after the gank, contracting a ship they can fit to them at Uedama. They have to come to it and after that I scout them a Venture. So far, 3 Agents have turned from the dark side of EvE and have embraced the sandbox.
I fully, wholeheartedly and unabashedly support this.

Yeah, outside of YOLO'ing frigates into lowsec, highsec ganking is a pretty limitless gateway into the world of killing other players instead of NPC's. A day old player can be in a gank catalyst within a few days and it's an easy way to break the mindset of "PvP is bad".
Hell, first time I ganked anything I did a whopping 20 damage. 20. That sounds bad until I say the second time I tried I did 4 damage.
Ah, memories...

Respectfully, I must disagree with this. Any FC worth his salt can make use of a pilot with ANY SP level. Scouts, tackle, EWAR, bait...
But you did say "combat" pvp. Correct, a new player cannot stand toe to toe with an assault frigate while piloting a tristan (unless they command a higher understanding of mechanics, which is possible). But one thing must be understood:
You fight as part of a team. I know some solo gods like to solo... but the best ship in EVE.... you know the rest. (Friendship, for those of you who dont..) New players NEED to stop trying to play solo the entire time.
When I unshelled from my carebearishness a few years back, realized that the real game was not shooting red crosses and watching my wallet.. and more than anything else... flying my space pixels with a group of people I have come to call friends.
Edit: I was killed the day before in lowsec by a group of "pirates". I quit my carebear corp, opened up a chat with him, and said "Hey, you killed me yesterday. Are you recruiting?". Thats how easy it is.
You dont make any memories by chewing rocks or running damsel for the 400th time. You just make ISK.
But youll remember the first time you kill (eh, in game of course..). You get the shakes, literally. Your ears pound. You fidget for keys... keys you know by heart where are at but somehow you miss because your too busy making sure your orbit is locked, or your approach angle is right... then your target pops, and you cant focus on anything other than seeing your first killmail pop up...
I digress.
The lasting impressions that KEEP people here are moments like that. If we can show the population that the ISK is just a means to play the game, maybe we can keep our game around a bit longer.

Mostly, yes. The iconic part about this is that I will be shooting them in the face, and they pretty much PAYING them to do it to someone else, with an emphasis on getting them to fly with my team to do it.
