The launcher is failing to update the file C:\\ProgramData\CCP\EVE\SharedCache\resfileindex_prefetch_md5, because it is missing the permission to do so. You can start the launcher with administrator roles, which should avoid this problem.
If you have a bit experience with file permissions it would be interesting to check why the launcher has no permissions to change this file. Is it maybe owned by a different user?

Should do i've only EVER had 1 user on this computer, until Windows 10 I didn't even have to log in, the only thing is maybe because eve was installed on 7 and i'm now running 10? |

This issue has been coming up a lot with Windows 10 users. Basically the folder it's installed in is protected and hidden which is causing permission issues for the launcher. I've not been able to reproduce this on my Windows 10 Machines however but from other users that have encountered this issue the following as resolved the issue in most cases. Either starting the launcher as administrator as stated above or changing the permissions on the file itself.
1. Right click the file and select properties from the drop down list. 2. Select the security tab. 3. Click on the Edit button 4. Select users(Your username) 5. Tick the Full control Allow box 6. Press apply and then ok and then ok again
Then run the launcher again and see if the issue persists.

Running as admin fixed it fine I can change the permissions if it would help you investigate otherwise I'll just run as administrator |

Just a note. I had this same issue with my new Windows 10 update. I found the fix on my own, and was going to post here. But, GM Mechanic beat me to it.
I did some research, and it looks like checking the "Run as Administrator" box in the compatibility settings versus adding Full control to the user account in System permissions is 6 of one and half a dozen of another. The only difference I could find would be other user accounts on the PC would need the administrator password if you use the compatibility setting.
If you set the permissions on the folder location so Users have full control, then anyone logged in (regardless of admin rights) can access the folder (and therefore, the launcher would work no matter who is logged in). |
