I bought a quantity of isk from a fairly large isk seller about a month ago. I reported the seller straight to CCP. I had a reply from the security team about it and now we're almost a month later and that isk seller is not only still selling isk, but he hasn't even been banned because his character that delivered the isk is still logging in and making more deliveries.
He has sold another 100+ bill of isk at least since CCP got the report. All seems very odd.
They didn't even take the isk I purchased away from me. |

because there's little point in CCP banning the "bag man" and alerting the person behind it by eliminating one of his disposable mules. They want to investigate the whole supply chain, and the forensics of that take some time.

They didn't even take the isk I purchased away from me. Firstly IB4L because discussion of RMT and bans is forbidden on the forums.
Secondly CCP may be allowing the seller to continue his nefarious deeds in order to gather intelligence on others involved in the foul practice of RMT, in much the same way as known criminals are allowed to operate by the police in order to gather intelligence and catch their associates.
As for you still having the ISK, now that you've brought it up on the forums I expect that to change fairly soon.

It's not a "bag man". The character is nearly 10 years old and has been involved with many corps. It's a main character. |

Furthermore characters are bought and sold all the time which can change the status of a character between main and alt at any time; for example my first, 6+ year old, character has been sold on at least 3 times that I know of and is currently languishing in an alt corp of Goons, he was my main, now he's somebody else's alt.

The answer to this is simple. CCP do not try and ban individual ISK sellers. They monitor them over a period of time to try and identify all the associated accounts and possibly the IP address ranges the accounts use and then blanket ban all of them. This can take quite a while to do, but it does not mean that CCP have ignored your report. |

Sigh. If you eliminate the problem, there's no need for a solution. Ergo, the isk seller is owned by CCP who is compiling a list of isk buyers to ban.
Why? Because if you ban all the isk-buyers then isk-selling is no longer a problem that needs to be solved.
Personally, I think it would be more efficient to just get rid of isk from the game. Go with a gold tritanium standard instead.
Pon Farr Memorial: once every 7 years, all the carebears in high-sec must PvP or they will be temp-banned.
