My first post 
I've had a a couple of people failing to complete courier missions, and both times I got paid back my deposit plus the set collateral. However it seems that the ISK that is paid out for the reward upon the creation of the contract, does not get returned.
I was wondering is this an intended feature or a bug? I am assuming that the person who fails the contract doesn't receive the reward either and it just gets lost. I suppose you could just factor in the reward payout when setting the total collateral... just seems a bit strange to me.
This happens to the rest of you also...right? Does it make sense to you?

Just so I understand what you are saying. You get the item back. You get the reward you offered back. You get the collateral the other person put up to deliver the item. What you do not get back is the cost of creating the contract. Is this correct?
If so then I would say it is working correct. This is no different than adding a market order. No matter if the item sells or not, you still have to pay the "broker" to create the order. This is no different with contracts. You pay to create the contract - does not matter if the contract is accepted or not.

I am talking about people failing the courier missions I have setup(not ones I have accepted from someone else) It is the actual reward that does not get returned. You have to stump up the reward payment as soon as you create the contract (just like putting ISK into escrow for buy orders), and the money is then transfered to the client who completes the mission. But if the mission is failed, you do not get the reward money back.
Edit: Sorry forgot to add that yes, you do get the collateral and deposit back. No, the item is lost, the mission runner gets to keep it. (presumably the missions were failed on purpose )

I haven't seen this issue yet, however the issue I am having is that I am unable to Fail an expired courier contract.
I set up a courier contract, the contract was accepted, but not delivered in time. I now have an option to Fail the contract, but when I attempt to do so, nothing happens. I click the Fail button, I confirm that I want to Fail it, and then nothing, contract stays there, no money transfer, nada. I can repeatedly Fail the contract with no effect.
Any ideas?
