Assuming he has no implants or expensive skills you're looking at the standard 1bil ISK = 10mil SP's. So around 800mil ISK I guess. - / - / -

ok thanks. i was told that rule had gone up a lot to about 200mil per mil sp but maybe that is for higher sp characters.

Rules of thumb are rules of thumb. They do not dictate - they guide. They do not force -- they suggest.
Characters in EVE are much like houses in "RL". Their market is based on supply and demand (like any other normal market), and it can be very fickle, and tends to change over time (and is spiky during certain times of the year).
A combat pilot of 10mil SP with a bunch of trade, industry, or science skills mixed in will typically bring in similar money as a combat pilot of 7-8mil SP with 0 unrelated skills.
In other words, despite the sellers always yelling "This guy is a Jack of all Trades! He can do anything!" that's actually NOT good for a sale, because:
People rarely come looking to buy a character to replace their main (which might be a Jack of all Trades). They almost always come looking to buy a specific type of character to suit their needs (an industrial/miner, a hauler, a combat, etc).
Keep that in mind, and price the character what YOU WANT TO GET FOR IT.
If people don't like it, they won't but it, but at least you will have learned the market. =)
Also, study other auctions that are similar to yours. See what's sold, what's still sitting out in the hot sun. ;)

Depends how specialized the character is. If it has sp in everything but can`t use anything right then the price will be smaller ( ~100mil per mil sp ), if you have a specialized character in only one race and can use capital ships then the price will be higher ( 150-200 mil per mil sp or even more ).

base chars 100 mil ISK per 1 mil SP specialised up to 200 mil per 1 mil SP
capital pilotes and high SP chars dont fit here since of really expencive skil books ect. It all depends on skilz!

Also standing with factions also good If i wanted a char if he could mission run for factions already that would make me pay a lil more
