Whatever you want
Cards with 'X' printed on them, unless otherwise defined, are meant for the player to choose its value when it is played. To balance this, such cards normally have some kind of penalty to go with it (pretty much always the ISK value it costs to play the card).
So if you wanted to hit an enemy ship for, say, 10 damage with Remnant of Vak'Atioth, you would just have to pay 10 ISK and play the card. Then the 10 damage goes on the pile to be applied to the target.
One thing to remember.. cards with 'X' for a cost are always seen as 0 (zero) if another ability considers its cost for an effect. An example of this is Mind Control, which costs 'X' [ISK] and states "Destroy target news, where X is its printed price". If you played this card against Remnant of Vak'Atioth, then Mind Control would see it as 0 cost and you don't have to pay anything to play it.

It has been my understanding that ''X'' represents the price that it cost the opponent to play that ship, so if I play Vak'atioth against a battleship, its going to cost me big-time, but if against a frigate then not so much? The trick being to ensure the price you pay acutually does destroy your target. Mind Control then becomes interesting because you have to match the price of the ship targetted etc etc

While matching price is used by other News cards as a way to eliminate a ship, Remnant only looks at the ship's shields. For every 1 ISK you pay when playing Remnant, it deals 1 damage to the target ship. If you meet or exceed the ship's current shield value, it is destroyed. I say "current shield value" because Remnant can be played during your battle phase, and used to deal the extra few points of damage needed to destroy an opponent's big ship. Always handy.
If you have any more questions about the game, you should check out the Question & Answer section of the official CCG site, www.eve-ccg.com. The forum over there is also full of other players, who are always willing to help each other out. --- Zack Walters EVE: The Second Genesis Organized Play Coordinator White Wolf | CCP North America |

Love that card
Got the one from the Minmatar starter deck, and pulled 2 more in my booster box! Makes a killer deck in combination with cards like Adaster's Disaster and Scythe Rock*Out |
