No life without death.
And yet in eve death , permadeath, doesnt seem to exist. As long as you dont voluntarely biomass your character, the character keeps aging further.
Lets ccp kill all characters after f.e. 15 (earth) years. This way new characters will be able to compete with old characters and it will probably also solve a lot of other issues.
Old players who have a f.e. 12 year old character, can then begin a new character in time, to be able to have a capable character of 3 years old by the time there 15 year old character dies, furtherig their dynasty.

People who have been doing something a long time are better at it than people who haven't, what a shocker
Even with your laughable idea newer players still wouldn't be able to compete on a level playing field with a character, of the same age or indeed younger, in the hands of an older and much more experienced player.
CCP can remove SP, they can't remove the things a player learns through experience.

If you popose that, i also want the ability to mate with another player, producing my own offspring which is a somewhat less capable version of me and my partner...
This would allow me to have a real dynasty, and give me something to do in those lonely nights at the station...
Maybe add a parenting option (Char does not consume a character slot and learns from me while i take them on a trip? |

You do know a Capsuleer is only as old as their current clone right? Stuff like scars, wrinkles and birthmarks are all cosmetic and determined by the cloning contract? They are still a clump of (highly reusable) biomass in the shape of a person.
It is a common joke on the Roleplaying forums that the best cure for an hangover is to just kill yourself and get a new clone. That's a good use for immortality, am I right?

Sounds like you're playing the wrong game, mate. Capsuleers are immortal. This is in the lore. It's the basis for nearly everything in the story of the game. It's the reason why we're all living at varying degrees of insanity and eccentricity. It's the reason our annual income is measured in essentially planets (a single ISK is more than most individual non-capsuleers will see in a lifetime, and we spend 2900 of those things just to send someone an angry EVEmail).
First of all: Killing us all off every 15 years would break the lore. Not to mention an 8-year-old combat-focused toon like Garamonde poses about the same threat in most hulls as a 2003 character, depending on actual player skill.
Point #2: You want this because you think people who have been playing the game longer have an insurmountable advantage? Because you feel entitled to have a level playing field? Well, I kill 2003, 2004, and 2005 characters, all the time with Garamonde. Granted, lots of those 03 guys are no longer owned by the same players I remember them as from way back... which only makes the player skill gap worse, actually (don't ask me how, but nearly everyone is actually worse off when you suddenly dump multiple-million more SP than they're used to into their laps all at once). And, as I said before, I'm no more or less dangerous with Garamonde than I would be if I still had my first account. If I sold Garamonde (perish the thought) and started over, I'd be just as dangerous with THAT character as I am now. Why? Because I know this game. Plain and simple. Your solution solves nothing. Not only that, but if CCP lost their marbles and decided to give you what you're asking for, everyone would quit. You'd be responsible for killing EVE. I am so glad you're not a game developer.

Nah, I value my own opinion too much to not post on my main. Unlike you, I'm able to recognize a good thing when I see it even when I know the hive mind will buzz against it due to fear of change and potential consequences associated with adaptation.
You're just afraid CCP will wisen up and make this essential change to balance characters resulting in your wins dramatically decreasing due to your lack of pilot ability but excess of skill points supplementing your killboard stats.
