I just came back to eve and install the new launcher and getting into the game was fine but I toggle the download all files in shared folder option on in the settings before leaving cause I had to go out and now it's stuck at "Creating Patch 0.0% I have done everything
-Deleted launcher folder and ran repair tool
-Just ran repair tool
-Reinstalling the whole game
-Deleting eve online registry
-Turn of all of my AV
-Installing the offline eve version installer
-Restarting my modem
-Changing my DNS back and forth from the default to Google DNS and back again
-Restarted my PC
Please help me. Thanks! |

ok, and did you just "wait"? (how long was it stuck?)
the stuff "downloading all files" is not instant process, it needs to determine what to download, scan files, etc... on a laptop it can be long without ssd. (laptop hdd are slower than others generally speaking)
also if you did a offline install it should not need to "download all files" (but there has been many patches so I don't know about that anymore)
anyway, one way to get thing sorted is to run "RESCACHE.EXE" which will analyse your gamedata with a counter, letting you know it works then it wil repair/download whatever was missing or is corrupted.
rescache.exe is in the eve binary folder, wherever you installed eve, and you must have the launcher/game closed

I just woke up and it's still stuck at 0.0% |

I'm having the same exact issue, I was away when the latest patch was released now when trying to patch just sits @ Creating Patch 0.0%. I let it sit for 24 hours no change. Tonight I did a complete wipe of all game data including a registry clean and reinstalled using offline installer with the same results. |

So I just ran rescache.exe on my clean install and it found a corrupt file. It deleted the corrupt file and I opened the launcher after. Its now at 10% and appears to be running. Not sure how a clean install could have a corrupt file already. If it doesn't work past 10% ill update the thread.
Also on the US English client rescache.exe is located in the root EVE folder not the bin folder as previously stated. In my case: D:\Program Files (x86)\CCP\EVE\rescache.exe

Looks like the client is stuck trying to download the premade file from this URL: http://cdn1.eveonline.com/978472/EVE_Online_976307-978472_win.zip
When I manually navigate to the link it says path not found |

978472 IS the latest build running on TQ, but the latest patch note don't mention it I would guess they broke something in the patching system
fun stuff : Betalauncher is stuck at 0% too, but you can run the game anyway and it launch correctly (maybe it doesn't do anything and the beta launcher has a bug : you can clic play while it's patching)
you may want to rerun the rescache, and you shouldn't have to delete manually anything, as it should automatically download missing/corrupt files (old version of rescache? don't know I played around with it too much)
and then try the beta launcher https://binaries.eveonline.com/EveLauncher-969236.exe
Good luck |

UPDATE:
I fix the problem and found more than one way to do it. Here are the two options:
1) Delete your launcher folder and download and install the beta launcher posted by Kal'Han (thanks alot) I solved mine by using this method.
2) This method is a little bit complicated cause I have to use another PC which EVE worked on to be able to pull this off but I suspect having one PC is also good enough but I have not fully tested this method (using just one PC)
Two PC Method
1)Find another PC which you can install EVE the online mode which is only 200mb+ and see if it works if it does, close the game and go to your install directory and copy the whole eve folder to a pen drive.
2)Now go back to the PC which doesn't work and run the game from the pen drive from your not working PC. It should work without any creating patch 0.0% error
3)Uninstall the whole game and try to get rid of any registry and delete the CCP folder in USERNAME/ APPDATA / local / CCP / EVE /
3)Copy the EVE folder from your pen drive and paste it into the installation directory, which you can change if you want to.Now run the game and the launcher should work
One PC Method
Ok now if you only have one PC then do just this:
1)Copy your EVE folder from the installation directory
2) Uninstall the whole game and try to get rid of any registry and delete the CCP folder in USERNAME/ APPDATA / local / CCP / EVE /
3)Copy the EVE folder from your pen drive and paste it into the installation directory, which you can change if you want to. Now run the game and the launcher should work
If you have anymore question please feel free to ask me. |

This took care of it for me. Once I loaded the beta launcher the game patched normally and I was able to log in.
Thank you to you both for your ideas on things to try gluck if you are still stuck!

No Problem, btw after 3 days I just got a reply from support and they also said to use the beta version but now I am having another problem with my EVE Steam which is also facing the same problem of "CREATING PATCH" and replacing it with beta launcher doesn't work, but I am working on it. |
