Nothing ever happens in syndicate, it's a perfect location for mining, npc'ing and afk-hauling all your belongings.

lol it's now declared pirate infested? haven't looked at the alliance map since it was enlarged. it's way too large at 1280 screen res and it now shows all kinds of insignificant alliances that hold like one constellation lol :(
as for syndicate, there's lots of crokite that the locals rarely mine. serpentis drop named cargo expanders, there's a plex, there's agents that offer snake implants... countless opportunites to become rich. maybe the map refers to the fact that it's an npc pirate claimed region? it belongs to serpentis npcs. --

Err no, unless CCP has changed somthing since the last time i was in syndicate (about 2-3 months ago)
Syndicate is npc 0.0, and can go from very peaceful to a bloody nightmare in a few moments. Its a very fun region to live in though.

You probably missed the change because it occured before your char was created. With the exception of one map, that I can find, Syndicate has always been shown as pirate infested.
Syndicate is a great place to learn the basics of 0.0, and as such attracts newer players. The newer players attract the pirates, it's a beautiful thing rly.

I can only speak for northern Syndicate.
It is currently shared between Pirates of Destruction Union, eXin Alliance and Appetite 4 Destruction. A few smaller corps such as KTHNXDIE, S.Y.N.D.R.O.M.E., Skunkwerx Haulage and Empire Assault Corp contribute to the local culture, which tolerates the occasional blob passing through on its way to Outer Ring, but reacts violently to anyone trying to stay. A carebear alliance called Antigo Dominion briefly tried to claim the area, but failed to achieve anything more than sporadic camping of D85 with small bubbles before that too was broken up last month.
Goonfleet overlooked northern Syndicate during their stay, and the subsequent war centering on S-U8A4 and the surrounding area had no impact on the north, which was largely deserted during this time.
Prior to that, the area was shared by Apocalypse Enterprises, Huff Technologies, Exotic Dancers Club and Appetite 4 Destruction - sort of unofficially because these entities fought and by and large counterbalanced each other. They dispersed around the time of the arrival of Goonfleet in the south.
The ore is rubbish (Jaspet is the best), the spawns are rubbish (dual 950k are the best), the drop rate of named expanders in no way beats the consistent payout I found in Delve, and logistics are hampered by the need to import Isogen from Empire. The market is OK, seeded by NPCers and the occasional entrepreneurial trader's hauler that makes it through, but the economic possibilities are no different to those found in Aridia, with the sole advantage being no sentry guns and no sec status loss.
Northern Syndicate is therefore much poorer in resources than the south, and is not attractive real-estate for settlement by anything other than small corps, whose modest needs it can just about meet. It has been a good place for ambitious PVP-capable Empire corps to earn their 0.0 wings independently of alliance membership, but they move on and the place remains a ghetto. Consequently, actual targets for real piracy are not very common, and residents spend their time breaking up other people's gatecamps or getting ganked in the attempt.
I hope this sheds some light one of the less glamorous, forgotten parts of EVE.

Hrm what to say...
It's difficult todescribe Syndicate in a way that would appeal to most people; however I think the fairest assessment is that it's the place where people come to learn. Alliances are born and die here, and its been the testbed for some historic events.
The pirates come here to live off the easy fodder that alot of the locals provide, but alot of them get bored and leave.
Due to the geography of the region, certianly the southern half, its easy to work your way around gatecamps and roaming blobs due to the level of interconnectivity prevalent in the region. This is less true in the north, with the usual strings of systems being the norm, and as such alot of people pass through the northern reaches to get to somewhere else.
As others have said, living in Syndicate and maintaining continual enjoyment is generally hard to do, especially if you have a small playerbase. Smaller alliances are more likely to find their beginnings here since the NPC stations provide safe haven, and the larger playerbases provide more options to partake of.
DNA is a feature of southern Syndicate, in the same way that TunDraGon and Teddybears were in the north (aka the Exotic Dancers Club.) So that's why. Its full of corporations and alliances likely to shoot you, but for the entrpreneur, there's no space ewasier to get into.

northern syndicate: gateway for the deeper 0.0 regions, bit poor on resources. southern syndicate: good amount of resources if you manage to keep a strong presence there.
the whole: pirate ridden, hard to defend due to the multiple interconections between systems (also good to hide), and an excelent spot to learn how to behave in PvP. Good ammount of npc stations.
advice: bring friends, ships and guns, big freakin' ones. I think the pirates will help you on learning how to use them, or relieve them from you, whatever happens first -------

Syndicate has the best ores, the best rats, and it also has Ifni who is a celebrity because he has been on TV or something.
Best way to enter is through Stacmon - MHC-R3 route which is usually deserted, except for a few helpful local hermits who will happily provide directions to the largest mercoxit roids in the galaxy.
Syndicate is not pirate infested in any sense. It is however full of people who will deny they are pirates.
I don't know what else to say.
