I like to "mine" for easy pirates and salvage their ships, but I have run across some non-player pirates that are very hard to kill. What kind of equipment/weapons should I have on my ship to handle them. I only have about 500,000 ISK that I want to spend.

For future reference, and clarity, the eve community likes to use the term "rat" for non-player pirates. You sir, are a belt ratter. And it's a very viable way to get money.
You did not give adequete info about your race, attrbutes and skills, so it'll be difficult for people to give you specific suggestions. However, in the ships and modules forum, there are excellent posts stickied to the top about different builds. Find the ships you can fford, and read up on what they can do. You want to find a good frigate build for PvE (player v. enemy)... which includes combat missions, and belt ratting.

Usually for high sec ratting you dont need much more than a half decently fitted frigate.
Try to play to the individual ship bonuses if you can. For example, caldari ships usually have either missile damage/range bonuses or hybrid range/damage bonuses.
This is found in the first tab of "Show Info" when looking at your ship. Also you want to try and keep moving, dont sit still and let the rats fly around you. You need to orbit at just within your optimal range (I dont orbit AT the optimal range because sometimes a movement on the opponents part could hurt your accuracy).
As the above poster said, post some specifics about what you're after. Ship type, rat type (gang they belong to, show info on them and it tells you what they are a member of) and other things you want help with.
Also, take a look at this thread Ship Setup Guide. in the Ships and Modules Forum. Find the ship you use (not all of them are there, but most if not all of the new players ships are) and check out some fittings ideas. They may be more expensive than what you're willing to spend, but it will give you an idea of what you're trying to do with the ship.

A Kestrel is great for ratting. Uber damage at 20km with 4x Limo stand. missle launchers filled up with bloodclaws. Once I had a nice sig with a big drake picture plus some awesome photoshop effects... Too bad it had like 1 mb :/ |

Bloodclaws may or may not be the right ammo. Find out what damage type the rats you fight are most vulnerable to and use ammo that maximises that damage type.

If you are in high sec/Empire Space, your current ship should suffice. Ensure you tank according to your ship type... and use drones or drone if possible.
