don't use armor plates on a cane and artillery, unless you intend to have logi with support ships. Artillery tracks fairly poorly, so if something gets near you, you won't hit them.
I fly arty hurricanes a lot, and to be honest, they're best flown with no tank except a DCU. This gives you more flexibility for escaping. Here is a similar fit i use, altered to suit someone with worse fitting skills. Ideally you want to move up to 720's, as they're just all around better than 650's. But for the sake of being cheap, and learning, you can use something like this.

The speed is your tank, and MJD to escape anything that has you long pointed. Use the neut to peel off scram tackle.
If you can't fit that, use a YT-8 MWD to save on grid, and you could consider using a gremlin neut or dropping to the neut to a small. Though i wouldn't recommend that.
