1. No, it does not work. If youre scrambled, youre scrambled. Thus you wont warp out. You will however be completly removed after a minute, but if you can survive a minute you should be able to get away while being aware aswell, by killing things or whatever.
2. Even if you do warp away, you will be warping back to the same spot as you logged out(+/- 15km) thus you will have to log out again and again.
3. It is widely used in the pvp-scene, sadly, under the name of logofski, search for it.
4. Its more or less an exploit, and does therefor add to your lameness IE, ruins your reputation. Its common courtesy to pod anyone using such tactics.
Conclusion, it will aid you in a certain few situations, however, in the end it will hurt more than it gives. Your call.

You could send an update over to the guys at http://home.broadpark.no/~tijohann/eve/missions/. They can update that mish with scramblers for the rest of us .
