The OP seems to be afflicted with the misconception that High Security=Total Security; it does not.
Highsec is only as safe as you make it for yourself. Concord aren't there to to protect you, they are there to punish those who commit the only punishable offence in highsec, which is unsanctioned aggression.
An analogy would be a game park.
- Concord are the wardens, they allow the inhabitants to become fat and juicy targets and punish poachers.
- They sell the rights to kill the inhabitants of the game park to hunters on safari; in this analogy wardec corps are the hunters.
- Gankers are analogous to poachers, if they kill without paying their dues they get punished.
- Faction Police are gamekeepers, their primary purpose is to discourage poachers and other undesirables.
TL;DR Highsec isn't meant to be safe, the whole crimewatch mechanic was written to reflect this and gankers are very much working as intended.
Civilized behaviour is knowing that violence is barbaric, but paying other people to do it is business.

At a guess:
1) CCP removes ganking from highsec i) Most gankers leave the game or reabsorb into low/null alliances ii) Huge protest, unsubs, the works iii) Giant smug-filled circlejerk from carebears 2) A few months later.. i) Highsec grows silent as carebears don't talk to each other in local ii) Carebears realise that without risk, EVE has lost that element of danger that makes it worth playing in the first place iii) Carebear subs drop dramatically iv) EVE is on life-support 3) Some clever guy makes his own "spiritual sucessor to EVE", filled with the danger that EVE now lacks i) Everyone moves over to that game 4) EVE dies

Then everyone at the new game complains that it needs to be more like eve. 6. Devs at new game listen to complaints and try make the game more dangerous. 7. Return to step 1.

What do you mean with "players that are restricted"? Restricted in form of isk? Well then "don't fly what you can't afford to lose." That's pretty much common sense, some could say and then...well you get the point.
Furthermore I would assume, that 90% of the High Sec ganks could have been easily avoided, just by a proper fitted ship or not autopiloting their ship. Those are pretty simple concepts, aren't they, but then again...well you get the point. Tbh, when somebody is just to stupid or simply to lazy to fit his ship properly or to fly it himself instead of autopiloting it, he does deserve to be ganked.
I've lost ships too by those stupid things i've mentioned before, but instead of whining about it in the forums, i've asked the guys who killed my ships and got a very decent convo with them and they gave me a huge amount of infos, like how to avoid gate camps, how to fit my ship and so on.
Most HS Carebears see gankers as the living evil, i can assure you they are not, if someone asks then how to EVE, i'm sure that 99% of them will give you a convo with advice how to EVE. And of course, before i forget it, having a proper mining permit is mandatory, it's just 10M isk!

Screw them bankers? Ummm no...screw you, you get no more loans from us...enjoy your rookie ship
Er, no - screw you, actually...there is not now, then, nor will ever be a viable or actual bank (based on EVE's mechanics as they currently stand). Your 'profession' (such as it is) is basically just a figment of someone's deranged imagination, especially if you believe that 'bankers' (as they currently operate in EVE) are somehow integral to the continued operation and success therein.

I could totally be misreading the original post here, and I had to read it a bunch of times to get an idea of a handle on what was being asked.
I think he was asking to go weapons hot while doing other activities and not bring the wrath of Concord down on you as long as you have nothing targeted that wasn't legal prey. I don't actually understand that because I thought you could go weapons hot in HiSec against things like suspects as that was a bait strategy isn't it? So that part confuses me, but setting that aside...
If he's asking to allow warming up weapons systems with no target, in that sense, wouldn't it benefit both 'potential victims' (Carebears in mocking slang) and instigators (Suicide Gankers)? I've never tried weapons hot unless I've been shot first, (I shot first at a pirate NPC only to realize if I'd screwed up and targeted the player just beyond the pirate I'd have been space particles...) Given some of the Alpha strikes of some ships, yeah, getting shot first might not be the best practice, but in HiSec, at least I'll keep my nice security status.
I don't mind the PVP aspect of the HiSec space as it is, it means I have a place to practice and screw up my practicing in relative safety while trying to figure out the game process, my UI, and my scanners. I've been baited several times, but being a newbie with only a few scratches and scuffs, it's not time for me to try duking it out with a potentially skilled PVPer in a ship I could only dream of flying right.
So, I don't agree with any call for changing HiSec, I'm not sure if what the OP is asking for is a problem or not for either side.
Like most MMO's with PVP, first striker usually wins. Element of surprise is very powerful. I'm not sure it can be balanced, even if it should be balanced. |

I've been ganked exactly once since I started playing in mid '14. It happened in late December last year in a 0.8 system where a Tornado one-shot volleyed my hauler. It actually took me a couple of seconds to realise what had happened.
Why did it happen? Well, because I was stupid and complacent. I broke pretty much all the basic rules.
1: Carrying ~ISK400m in an unrigged, half tanked hauler with 3.5k EHP? Check. 2: Not using MWD/Cloak trick? Check. 3: Not changing course/docking up/refitting ship after noticing I was getting ship/cargo scanned off an earlier gate? Check. 4: Not checking the map for suspicious ganker-activity like signs? Check.
Basically, due to my own laziness, my hauler was dead the second I left the safety of my POS shields. It was just a matter of time until it went pop.

As hi sec is supposed to be a security controlled why not make it so you cane activate aggressive mods while in hisec unless target is thief has suspect or pirate or killrights and duel? But not neutral. Ganking has not happened to me in a freighter but I imagine it has a impact on players that are restricted and gankers just make New toons and keep doing it or a harsher punishment? Ideas welcome I just think in hisec you should be sort of safer lol.
The only change id like to see is random players locking you getting flagged criminal. (not people you care about like peeps in your corp or fleet etc, just random dudes).
Yawn,-á I'm right as usual. The predictability kinda gets boring really.
