Right now we can only align the neocom left or right, why not top or bottom as well? |

Computer monitors used to be of almost square aspect, usually a 4:3 ratio, 4 wide to 3 tall, or sometimes 5:4 (which is even closer to a square), but increasingly people are going for wider monitors for their desktop computers, often with a 16:9 or at least 16:10 ratio, and laptop monitors in particular almost always are this.
For that reason, it makes little sense to allow the Neocom to be placed along the long edge of the screen, since it'd take up a lot of screen surface area that way, obscuring a greater percentage of in-world vision.
The only argument for a top or bottom Neocom is that some people tilt their monitors 90 degrees to get a taller-than-wide screen area, usually for working with texts (reading or writing or editing) and for some odd reason they might want to play computer games that way too (it's cumbersome to have to tilt and re-tilt the monitor all the time, especially if it doesn't innately sense it and tell the OS about it, and whereas with many games like 7 Days to Die or World of Warcraft are preferable to play on a wider-than-tall monitor because it's about running around on a planetary surface, it doesn't actually make a difference with EVE and one could get used to the taller-than-wide aspect ratio gameplay). |

That doesn't mean someone can't have a preference regardless of the space it takes up. I've seen people who put their start bars on the side of the monitor as opposed to the default bottom, or even the top. The neocom should have the same functionality.
Personally I don't like having my screen asymmetrical like that because i don't like putting my other windows along the bottom or top as much as I like putting those on the sides. This means if i could put it on the bottom I could have my normal windows all the way to the side on both sides as opposed to one slightly jutting out because of the neocom. |

I think the option for top or button Neocom as well as the HUD having options for the buttons to go up or down would be nice. Would all for some better in space real estate management.

Technical issues, I believe. Allowing the NeoCom to become top/bottom aligned and the HUD being left/right aligned have been requested many times before, the NeoCom was even due for an overhaul a long time ago, but that (and a previous overview icon overhaul) was scrapped due to some issues CCP ran into during testing.
I'll +1 it just on principle as I think adding more options for UI customization is always a good thing in the end for the player, I just don't see it happening anytime soon. Hope I'm wrong, having a stagnant one-size-fits-all UI is pretty boring and underwhelming.

Honestly, my neocon sometimes runs out of room, a horizontal option would be great. |
