PRESS CONFERENCE AND RECEPTION
The Arataka Research Consortium invites interested parties to a public press conference, on the subject of the recently published petition to CONCORD for more transparency about the ongoing Drifter threat and the subsequently released material analysis of Drifter Hive salvage.
A board of representatives and pilots of the Consortium will take questions on the latest findings of numerous fleet operations in Drifter occupied shattered wormhole systems, the petition to CONCORD, and other aspects of research operations. The Consortium would like to encourage lively discussions and an exchange of ideas, with the potential for future operations.
The press conference will then proceed to an informal reception with drinks, food, and music.
Venue: IZV Botanica Zainou - Victorieux Liner Isseras - Lonetrek
Date and time: 13th Feb 118, 2100 EVE standard time
Channels: "IKAME Public" (OOC Coordination) Channel for ingame security check will be announced here. Further details will be issued in those channels.

I must say that's an odd choice of venue for an initiative that appears to seek cluster-wide support. A requirement to travel so deep into Caldari territory may be a deterrent to some who do not trust the State to respect diplomatic passage - especially since no such guarantees are being offered anyway.
Why not a neutral or CONCORD approved location?

Mr. Kinnison; as CONCORD isn't hosting this event, CONCORD has naturally given no input as to its location. That said, Isseras is in high security space, not far from Amarr or New Caldari. So long as you're in good standing with the State and not a criminal, you should have no issue whatsoever.

Very well. I shall look into attending via holographic transmission. As a Federation politician, it is simply not safe for me to travel in State space without diplomatic immunity.
I must note, however, that it is regrettable that opportunities for building a wider coalition among the Empires are being squandered. Personal meetings are the very lifeblood of forming trust - not to mention that the real work will be done during the social event, as everyone knows. If ARC continues to present itself, however unwittingly, as a Caldari/Amarr entity, it is no wonder that CONCORD is reticent to engage. It's hard enough convincing anyone in the Senate of the need for co-operation and a wider coalition, let alone regional assemblies like my own. No doubt you see this as a weakness of democracy, but until the people can be convinced that the threat is not just to "some far off slavers who had it coming anyway" * the Federation will be reluctant to use her considerable sway with CONCORD to effect more transparency.
It's not the information sharing per se that suffers - Federal intelligence operatives will ensure we are kept up to date, as one imagines will be the case for the Republic - but in politics, perception is everything.
* A direct quote from Deputy Tarnelan in the Elose-Goins Assembly the other day, in response to a motion to support the Petition moved by myself.

Mr. Kinnison, I'm aware that as a politician, doing so is your job, but there's absolutely no need whatsoever to be blustering about making a scene out of an issue that doesn't actually exist.
First of all, Interbus transit is possible for those traveling from outside of the State to Isseras itself, followed by other local transit from there to the IZV Botanica Zainou, if it's not docked. You're perfectly safe if you exercise some common sense and don't fly there in your own ship, jacked into your own pod. Despite what the adorably obnoxious Provist terrorist thinks, capsuleer sections of stations are incredibly safe for pilots of all nationalities, regardless of standings or political leanings. And if for some reason he were to think that attacking the Botanica were a grand idea - docked or not - he'd do well to remind himself the sizable number of State citizens and its allies who will be present at the event.
The Arataka Research Consortium is also not an Amarr/Caldari entity, despite its demographics and areas of operation. It operates in Amarr space out of convenience for its operations and not out of some nonsense political hoo-ha. My CEO, one of its founding members and coordinators, is from the Federation and as far as I know, still has Federal citizenship. And, on top of always having a variety of pilots from all over the cluster because of the fleets being open to anyone (except those individuals that the coordinators have deemed a threat to the organization), more often than not we have pilots from opposing Militias in fleet together when we go on our expeditions through the wormholes. Bluntly, to make the claim that it's presented as an Amarr/Caldari entity takes an exceptional amount of willful ignorance. An amount that unfortunately seems to be a minimum requirement to serve for public office.
Let's be clear: if you're just posturing and posting baseless assumptions for the sake of your constituents, do yourself and everyone else a favor and cut the bullshit. This is a neutral event. It happens to be being hosted in Caldari space because one of the founding members of the Consortium has facilities there and given what the event is for, it is simplest to have the event there, at those facilities, rather than ones elsewhere. The only one bringing politics into this, is you.
At the end of the day, CONCORD is reluctant to engage because we're capsuleers, just as they have been with almost every other similar endeavor put forth by us. Nothing more, and nothing less. |

Mr. Kinnison; I understand your concern, and appreciate that you'd prefer a more neutral location. However, any location save CONCORD jurisdiction itself would have political issues associated with it, and it would be presumptuous in the extreme to host this in Yulai given that we have not yet received any response from CONCORD on the matter of the petition.
As for the matter of your freedom of travel, while I empathize, I regret to report that any loss of freedom to travel is not a fault of the State so much as your own actions. If State security forces respond to your entry in to state space, it is presumably because you've attacked State forces before. For comparison, while I've operated on behalf of Ishukone Watch before, and have also served with the State Protectorate for several brief periods, I stopped short of becoming persona non grata in the Federation. Indeed, the formation of IKAME was precisely because I knew I'd require freedom of movement to continue my operations.
That said, the Arataka Research Consortium does not discriminate against pilots because of their background.
The Drifters are an issue that transcend borders. I would appreciate it if you stopped making this an issue about borders.

I can only add that due to silly CONCORD rulings on engaging towers of enemies in lowsec without a paid-for wardec, I am technically barred from all 1.0 systems. This includes my home system, Sarum Prime, and yet here I am able to dock up and take a shuttle to my house with nary a scratch so long as I get past the Police at the gates.
I'll be making the effort to attend this event, even with the incumbent travel risks, because they're mitigatible and bloody well have nothing to do with what Ikame is holding a press conference over. I'd do the same if it were held in Republic or Federation space.

Don't let those cumbersome CONCORD rulings hamper your free travel. Simply pay the DED a certain..."processing fee" and they will absolve you completely.

I am indeed aware of this capability, and have used it a few times where it was prudent. But, honestly, I just don't feel like paying some bribes at the moment when I have access to a number of travel fitted interceptor craft. That, and I work in nullsec.

Literally the only thing that affects State standings is shooting at Caldari State shipping either through work with Federal agents or through active membership in the FDU. This is literally the reason why I have to shave and dye my hair if I want to go to a tailors on Caille. It's not so much because of my political leanings as it is that I've killed more Federal citizens than some forms of cancer.
Now if you could just, I don't know, be open and honest about your reasons for trepidation we might take you more seriously as a diplomat.

If safety is your concern, I suggest you wear a hoodie with a powered-up wire-mesh laid between insulating fabric layers while you are at it. Be sure that the mesh generates a magnetic field. Please don't give advices to others, if you aren't acquainted with what are you talking about. Every Empire has its own rules for baselining, and the moment you leave your quarters door, you are in the space, controlled by the Station corporation. And rules of baselining in Caldari space are most harsh of them all. If you don't follow Caldari rules, they will simply shoot you down. One of these rules is that in Caldari space you shouldn't show yourself as a Capsuleer. Even if you visit other capsuleer's quarters, who are docked to the same station as you, you should recieve temporary station ID card.
Shall he get this ID card or not depends only on his record within the State and isn't related to his job in the Federation. Maybe with exception of him being or having a record of being a military man. But I am not sure about these details, better ask someone Caldari. I know only about the procedure itself and rules of baselining, because I have been actually doing it.
Other than that, I could only remind you your own words to think about them and contemplate, and to follow your own advice before giving it to others.

The exception is Jita 4-4. The rules there are less stringent. You ARE expected to wear your station ID, but so does everyone else. You are free to roam around though it is considered polite to not announce yourself as a Capsuleer to every station dweller and baseliner visitors. Any minor infraction will incur a record and a fine (mind you, the record WILL be used against you in other State stations so better behave oneself) and you won't be shot unless you actually present a security risk. Like carrying a bomb or start a shootout, for example. Their scanners are very efficient in finding hazardous materials and goods on your person. Don't even think stuffing the stuff up your arse will prevent detection.

Considering this is being held on a capsuleer vessel, which I assume will be docked in the area designated for capsuleers, the issue of baselining within Caldari stations is moot since we'll all be staying in the CONCORD controlled areas.

The Victorieux Class IKAME vessel IZV Zainou Botanica has left its home in Thera and is now docked at Isseras IV - Zainou Biotech Production. The ship will stay there until the press conference at the 13th of february is over; visitors are very welcome any time from now on. Feel free to pay a visit in Isseras. IKAME capsuleer personel will be around whenever working schedule allows.
Video and holographic visits are also possible, as some of you suggested above. Please join the IZV Botanica Zainou channel.

A few small corrections, pilots!
In the first place, visitors will be processed through an IKAME Security Checkpoint prior to the event, to ensure no threat to attendees.
Secondly, IKAME will be providing shuttle service to the IZV Botanica Zainou, which will be in place near Isseras's Jove Observatory structure.
In the case that there is a Drifter presence in system, we may also observe the wormhole in question.

Fellow Pilots,
The press conference has concluded. The Arataka Research Consortium and Itsukame-Zainou express their sincere thanks to all who participated with their time, thoughts, questions, and critical remarks. About 40 capsuleer pilots attended through the topics and the following reception. Among them many friends, official representatives, well known and new faces.
We are now working toward the release of a proper conference proceeding that will make the presentations and discussions available to those who could not attend. Postponed questions will also be adressed in the proceedings.
