Pretty simple, make everyone on all non tq and the chinese thingy all V pilots, theres 0 reason not to have that there and it would help testing, tournaments (the at should be on sisi/duality anyways) and all around make it better.
Pls do so.

Test servers are for noobs to fly titans w/ max skills w/out any tangible risk to the player. Leet no risk pvp server.

I think the OP inadvertently stumbled an interesting point.
How would Pvp look if the only thing to determine which ship we flew and setup we had was the ships themselves and the mods themselves?
So is it that this game really only truly balances on the difference in Skill Points and the ISK we have?
So this game really is "Pay to Win"? Buy all the SP and a ton of ISK and several accounts and you have a disproportionate advantage right? Pay to Win.
Interesting how more true that is getting the more the Devs try to level the playing field for newer characters.
The RL super rich automatically get a disproportionately greater advantage the more RL money they are willing to throw away. To themselves, to players in same Corp, or Alliance.
Pay to Win.

But Players that have played for a few years can, and being rich in RL can allow them to have a SRP equal to or greater to than many Null Sec R64 owners.
All they need is many other friends who fly with them and among them they can field a fleet disproportionate to what others can in this game.
They just need someone among them who has a ton of RL money to waste.
They can buy all the SP they need. Soon that is. They can buy all the Ships they need. Just cash in PLEX They can buy all the Mods they need. Dito They can replace all of it more effectively than comparable groups in the game. Moar PLEX FTW!
They don't really care to much when they lose it.
Pay to Win. Now Live on TQ, or soon that is.

My kill board is littered with much older, wealthier players than I , and I'm nothing special. Anyone who knows the stengths and weakness of their chosen role better than the next guy can and usually will best their opponent.

But it does give an advantage to people who know how and who have rl money it's not one or the other

I see your point, EnAbling you to future craft. A Practice server. Sadly the old mentality to keep the newb ignorant al teach with live fire fire is strong. Simulator ideas in the past have Ben shot down several times in the past.
Though if you have not been able to test something till you can have the skills leaves the mind to long for and imagine the future, giving the game a longer life cycle. Also the golden carrot of free skill points for people to help with mast testing would disappear.
Someday I will have the time to play. For now it is mining afk in High sec. In Cheap ships
