The history of the Interstellar Starbase Syndicate [ISS] is hazy, but reliable sources indicate it is was created on Maila VI as a seditious initiative by disgruntled mid-level Zainou Biotech executives responsible for the corporate starbase operations under Vira Kortsegas, the Production Manager in the company.
Some link the beginnings of the Syndicate (as they call themselves) to the theft of the experimental drug, known only as "Insorum," reportedly a mild euphoric ideal for black market sale in mass quantities. The theft sent ripples through the Caldari stateÆs corporate community and was widely covered through the mass media at the time. The thieves were never apprehended.
Whether or not the Insorum incident is linked to the creation of the Syndicate, the influence of Zainou founder Todo Kirkinen is still apparent throughout the organisation. Massive research in biotech and illegal combat boosters in their deep space drug labs distinguish the business development of the organisation.
For generations, interestingly, the Syndicate was better known for deep space outpost construction and management of trading outposts. These were financed through clever share schemes which involved large contributions from many major deep space alliances. Speculations on the links between the Syndicate and certain deep space alliances flourished throughout this era, and in the end, it is believed these perceptions were instrumental in the massive multi-alliance assault which eventually removed the public outposts from Syndicate control.
The ex-Zainou executives splintered out into several corporations who were later to become the founders of the Syndicate as it is known today. These count the Jarizza Syndicate, which is owned by the founder and chairman of the Syndicate, Angels of Darkness (seemingly a corporation steeped in New Caldari spiritualism) and Lyrus Associates, which is known to be one of the prime trading outfits in the galaxy. Other corporations are Silver Snake Enterprise and the fittingly named Dissonance corporation.
The Syndicate operate out of several deep space enclaves, which they call colonies. These serve as launch bases for the infamous Syndicate Caravan Fleets. The Caravan Fleets are resource gathering excursions to fuel the Syndicate drug laboratories with rare chemical ingredients found only in gas clouds. They also double as trading expeditions. The Caravan Fleets are known to cause political and military incidents due to the SyndicateÆs well known, and expedient, disregard for alliance sovereignty.
The Syndicate have strained relations with the Caldari State, but maintain close relations with various deep space alliances and underhanded political organisations throughout Eve, like the illegal minmatar slave movement, the UshÆra Khan.

Interesting, but I think these two jokes sum it up better:
How many ISS does it take to change a lightbulb?
One to launch a diplomatic mission, nearly the rest to fly a decoy freighter fleet through allied space.
OR
How many ISS does it take to change a lightbulb?
One to actually change it, and the whole rest of the membership to ask in alliance chat "Whats the situation on the lightbulb, lol"

Oh yeahs, now all of EVE finally knows the truth. Under the banner of free trade in 0.0 with publicly owned outposts we secretly engage in covert drug creation and trafficing.
