Make it so sov indices do not decay over time - instead they decay when someone not blue is killing NPCs in a system.
When hostiles rat, make indices decay at a greater speed (3x maybe) than they grow when the locals rat. This will bring some interesting battles, and reasons to go to enemy territory.
Also, sov should not be tied to ratting. That's why indices should not decay. Defenders not only have to defend everywhere, they also have to rat everywhere - and this is stopped by cloaky campers, just look at Fade region. Attackers want to lower the index? Make a fleet and kill things in enemy territory. If nobody shows to stop them - now that is a good reason for indices to decay.
As it is now, this game is pay to win. Pay for some cloak capable accounts, park them, win because not only the locals are not making isk, but also their sov indices go lower in time by themselves. |

What? To decrease sov indices the enemy would need a fleet, not 1 troll with an entosis, they won't be able to really do that in many places at once.
Probably nobody would even bother, directly trolling sov is cheaper and needs less involvement. So - at least make indices stay as they are after raised, for 1 month minimum. |

The entire POINT of the indexes and the ADMs is to encourage you to actively use your space, not to crash the things up and forget about them forever. |

Ya know, it's pretty funny when a real goon tells the karmafleet pilot to go away.
A real goon would prepare a counter-drop and bait out the campers, as they are tenacious, resourceful, and blood thirsty. This requires a minimal of effort in your home space compared to the attackers. Dropping in Deklein was always much harder than other places when a few good goons coordinated the other side of the equation. A large part of it is making yourself a smaller target or a more difficult one - why drop in dek and get counter dropped when you could find softer targets? I suppose a lot of this may not hold now, as everyone wants to mess with goons, but you can definitely find quiet ratting systems.
The system is working. The south is full of happy sov residents. The north is full of a few good goons, and the remnants of entitled renter empires. That people who do not want to defend their space are having a harder time keeping it is a sign things are working as intended.

Tian is like the null sec equivalent of DrysonBennington.
CCP should add more NPC 0.0 space to open it up and liven things up: the Stepping Stones project.

Mining and ratting mean using the resources in a system, from a RP perspective. It makes sense that the indices should go down when someone else is using those resources - the enemy fleet, that makes the indices go down faster. To compensate for this the indices should not go down by themselves.
AFK cloaked campers would have less of an impact. What counter-drop? Do you mean someone should sit ready with his carrier at all times, to save all possible Ishtars ratting? And I would shout "the AFK pilot in my system that did nothing for the last week, is dropping on me!", and suddenly 10 carriers would jump to my cyno? This is SF. I know that my Ishtar is dead long before anyone jumps to my cyno, if the AFK camper suddenly turns out to not be AFK. And this discourages me from ratting. I have nothing against cloaky campers, it's their bussiness to do what they want with their time, only against AFK cloaky campers, but this is another topic. At least the sov indices would not go down, only my ISK. |

You're missing the point.
ADMs encourage you to use the system. Having ADMs that do not decay encourages you to sweep through with a strategic ratting/mining fleet once and never go back to the system.
The entire point of the sov system is to hurt AFK empires. The entire point if your proposal is to encourage AFK empires.
Please explain why you feel systems nobody has been near in six months should be as hard to capture as the ones people live in 24/7/365. |

It's entirely your choice to let cloaky campers of any sort to affect your ratting or mining.
Renters fold at the first sign of danger. The first time they could lose a ship, and not be making ISK, or have any of their assets at risk to hold space, they run.
Sov holders are steadfast and determined. This is MY SYSTEM. You aren't getting through it without fighting, and if you drop on me here, you are going to get the house counter dropped on you and your shiny blops fleet will be a memory.
You Sir are a renter. And AegisSov is about giving sov back to the sov holders.
