Mugging on racial grounds is a lot less common back home, Deitra - if only because Caldari station populations tend to be a lot more homogenous. We don't have the same problems that the Federation suffers from - if only because we have a sufficient number of our own problems to occupy us.
That said, it does happen. A Gallente tourist who somehow finds himself wandering through a neighbourhood that is zoned for Prole entertainment could well find themselves in trouble.

I used to have quite broad powers to keep order, Deitra. Public Order is also generally something that the State is more interested in enforcing than the Federation, from what I've seen of the Federation.
Hound eat Hound, sure, but to express that by breaking public property and causing a disturbance? Don't forget that the strength of the pack is the wolf and the strength of the wolf is the pack.

As I understand it, their idea of 'hound-eat-hound' is less 'individual hound-eats-individual hound' and more 'hound packs-eat-hound packs'.

Soft power is still power, and what the Megacorporations feared above all else was that Caldari people would choose to become more like the Gallente with every passing generation.

That Caldari who was attacked didn't have even any jewelry, just a couple of clothes and an electronic identification card that only I could use. There was absolutely NOTHING they could take from her.
Thus explanation can be only one: hatred of gallente people to Caldari.
