Simple question. Does it make a difference having an online module, offline module, or empy slot in utility high when over heating weapons? |

Well, without overthinking it, I would have to say that having an online module in a rack where any overheating is going on will increase that rack's net heat damage vs. having an empty or offline slot. So yes, there would seem to be a difference.
Of course, there is no reason any of this has to behave the way I think it does.

Once upon a time, you could put an offline mod in a slot to act as a "heatsink". I believe that has changed, and it doesn't matter online or offline.
I'm not sure when the change was implemented, but my understanding is now any module in the same rack can act as a heat sink.
Not sure if its ever happened to you, but sometimes passive modules burn out after repeated overheats(total bummer when a shield extender burns out).
Furthermore, when mods are grouped I think when a majority has burned out it shows the entire rack as burned out...but in reality you could ungroup them and actually have a few mods you could still use.
That at least was how it was explained to me, and from a crowd that prides it's PvP abilities(my reasoning for thinking it's accurate). |

So taking this info, and combining it to that from EVE UNI, an online module, offline module, or an empty slot are the same when it comes to acting as a heat sink. |

I wouldn't leave a slot empty, but in theory yes. I think testing it will be the best possible solution. |

Recently did the following in a Transport:
1. Undock and overheat all hardeners, counting cycles to burn-out.
2. Dock. Repair. Re-arrange modules.
3. Repeat.
I recommend doing the same. You will learn something. |
