Is there a set of rules that govern what systems a mission with spawn in? I assumed it was based on constellation, but I just had a burner mission pop that sent me to the next constellation over. Normally not a problem, but it was lowsec so I had to do some creative fit adjustments for travelling back and forth and just want to know if I can expect this in the future or how I can find a system that won't do that. |

Generally speaking, I've found Burners spawn within 1-7 jumps of the originating system. Most of the time if the mission agent originates in high-sec then the destination is also in high-sec. This is not always the case, though - as probably 10% of the time I do get a low-sec system destination. I've yet to have a Burner spawn in-system; the closest has been 1 jump.
It's definitely different for Burners, though. The vast majority of standard L4 missions are either in-system, 1 jump away or (rarely) 2 jumps out.
I am currently away, traveling through time and will be returning last week.

Not really the truth, in the last month or so missions in the same system as the agent have been rare(maybe 2% or 3%) while missions 3 or more jumps away have been very common (70% to 80%). Not that long ago and using the same agent it was rare to get a mission that was more than 2 jumps away and a fairly large percentage of them were in the same system. I hve never figured out or even seen a pattern to the distance between agent and mission and just about the time I think I have it figured out the agent changes things up on me and I have to start over. |

there's a load-balancing mechanic involved ; if you're agent's system is busy , you may be sent to a less active system in the same constellation . |

Just returned after a long periode of hibernation and I am surprised at being send out the mission hub system so often. Prolly around 80-90% of the time doing lvl 4 in 0.0. I dont remember it being quite this often.
My system is more or less inactive with up to 5-8 people docked in station. Same for neighboring systems - the constellation is rather dead when I play so it cant all be load based.
Is this a 0.0 thing to force encounters or something like that?

Some missions like Pirate invasion always spawn in the system of the agent, other missions are always within 3 jumps. Exploited sensitivities is a weird one that's usually far away but sometimes goes within 2 jumps. Some missions like burners can spawn anywhere in the constellation or 1 constellation over. |
