In the same vein as Bumblefck's suggestions to improve transit and mission completion time for Burner missions, I've come up with a creative use for the Astraus in the post-Citadel EVE environment. First and foremost, Ascendancy implants are prohibatively expensive - particularly the high-grade Omega variant. And with the rumoured drone implant set that was hinted at FanFest, there will certainly be better options down the road. While Hyperspacial rigs offer a cheaper alternative, they also take up valuable slots in exchange for bloating signature and increasing NPC damage.
With the introduction of Citadels, one of the largest hurdles to grinding through missions (travel time) has now been effectively eliminated. Prior to Citadel, not all stations offered repair ($) services - nor would a station necessarily exist in the mission destination. And with most high-sec moons already occupied, anchoring a POS wasn't a viable alternative. Citadels are rapidly coming down in price and will probably bottom out around 1.2-billion ISK eventually (even less if you construct one yourself). Citadels offer some unique advantages over stations, including but not limited to: instant dock and undock, free repairs (shield, armor and hull), unlimited storage and asset safety.
While unlimited storage and asset safety might not seem like a unique feature, the fact that you can anchor a Citadel in any mission destination and safely park a mission ship there is. One can also run more expensive fits with less fear and risk of being ganked because one of the key bottlenecks (stargates) has been removed from the equation. All you need to safely transition back and forth between agent and mission systems is a Leopard shuttle (with obscene align and warp speed).
At 100m ISK/hour for missions, it doesn't take very long to establish the cost of a remote outpost - especially when you consider that you'll be able to run more missions far more efficiently. Base operation doesn't require any service modules or fuel blocks, so there's also the option to run it as a free port with clone, reprocessing and future services.
I am currently away, traveling through time and will be returning last week.

I have not looked into them yet so this is a serious question. While the cost of the structure may come down some (will not argue that here but I think you are wrong on how far) what about modules, and more importantly than those one time expenses what are the fuel costs associated with them if any?
If your initial assessment is correct then CCP just gave the rich a new way to increase the ISK faucet aspect of high sec missions thus giving CCP even more reason to adjust the payouts, loot, salvage and bounties even lower than they are now. And all of the has little impact on the vet players but it can and does have a huge impact on the new / newer players. |

There are no fuel costs to operate at this point in time. Only the services (reprocessing, cloning) require fuel to online and maintain.
I am currently away, traveling through time and will be returning last week.

A Bumble Dome is already in the works, but this is totally the icing on the cake - good to know, especially that they don't consume any fuel if there are no services installed. Thanks :)

Not all missions occur in the same system. Also it takes time to anchor and un-anchor a Citidal. Not to mention a Citidal is open to attack from other players for a certain % of time which could cut into the players time that was allotted to run missions.
I don't really see them as being that much better than NPC stations for doing repairs, getting re-supplied, etc. Most highly skilled Mission Runners don't really need or worry too much about doing ship repairs. They also usually carry way more munitions than what's actually needed to complete their missions.
I just don't like the game mechanics behind Citidals. The price for a Citidal is just way too high and in my opinion owning one is more of a nuisance than helpful.

There are numerous "free ports" springing up all the time, so you often don't need to do anything except sponge off the efforts of others.
