Being a new player, I have a question about mining. I'm looking for a good system, prefer a system I can use secure cans in, that is good for mining. Overall, what is a good system to have a base of operations from?

There are 5000+ systems in eve, 1/3 in CONCORD protected space. Pick one.
Look for systems nearish to a trade hub. 0.5 space will have good ore for a newbie.

normally has gold ombre pretty good rocks for a newbie looking to make some money. but sadly the better roids are found in low sec & 0.0 since there is more risk in low sec of people wanting to pirate you te rids are worth more etc.. more risk comes more profit

Your best bet is going to be to skill up for a while. Get your mining up, get into bigger ships. Once you are able to mine and hold off the rats on your own, then haul in a larger ship you will be ready to start towards 0.4 and lower security space.
When that happens, start checking the corp recruiting channel for corporations that run "mining ops" and get signed up with them. Corps running an organized mining op are going to be providing much more security than you sitting there alone. There is safety in numbers. :)

In that case you'll be looking at 0.7 sec and less, since you can't anchor cans in 0.8 and above (IIRC).
Also, as a new player you'd be highly advised to stay in 0.5 and above since below that you will have just about zero protection in asteroid belts; whereas in hi-sec a player who attacks you will lose his ship to CONCORD. (Note: if someone steals from you, opening fire on them lets them fire back on you without penalty, so in general don't fire on ore thieves unless you're confident you can win!)
Finally, it's nice to have a station with a base 50% refine rate (which I think every hi-sec station is anyway), and a reasonable market for minerals. I wouldn't worry about this last one too much as there probably isn't a vast variation in the regions you're likely to frequent. It's probably more of a tie-breaker in case you have several candidate systems.
Oh, and finally: somewhere close to your corpmates home bases. Having help close at hand is invaluable.

Thanks for all the suggestions. I've found a nice .7 system off the beaten path. It has one station, own by the corp I've been running missions for, so that will help. Nice roid belts, but DAMN there is hundreds of cans floating around. I assume it only gets worse the lower sec space I go huh? Plus it's only a few jumps away from a nice hub with a good market offering fair prices.
Right now I can defend myself from the NPC rats that are around, but I'm in the process of training up for a cruiser right now, with one of those I should be able to defend myself alittle better in lower sec space.
