I'm a miner who's been playing for about a week now, and I'd like to go into small time npc ratting and mission running so I can get that dastardly reprocessing tax down. What would be considered the minimum to do some small time missions in hi-sec space in terms of both skill needed and ships used?

If you can fly a frigate other then your starter ship then you can do level one missions. Stay away from When worlds collide though. Of course the higher your skills the easier they are going to be, but you can do them almost right out of the box.

Agreed. I'm a miner spec, and it only took a few hours to get some basic gun/afterburner skills and hop in a cheap frigate.
I suggest using "kiting" tactics to start with. Fit long-range weapons and use long-range but low-damage ammo. When a group of NPCs attacks you, fly away from them. Use an afterburner if you need to open up the range. Ideally you can get to a range where you can tag them easily and they can't hit you at all. Peck peck peck away at them until you bring them down, then go on to the next group.
Missions are actually pretty fun, and a decent source of ISK too - you may find yourself splitting your training efforts. Currently I'm spending a lot of time mining, but also working on getting battleship skill...

Im actully doing the opposite. i mainly run missions but looking at mineing on the side. im still fairly new at the game. The point im getting at is how much Sp could i invest in mineing to make it fairly profitable but not cut too much into my combat focus. you know something to change it up once in a while (doing a bunch of learning stuff now anyway).
Main source of ISK is Salvageing. i Run around in a cormarant with 4 salvagers and 4 150mm rails. not much but gets the job done. I do qualify for cruisers but havent bought one till i get all my skills down first.

Connections and the Social skills will help you get your standing up to the magic 6.67 you need.
If you get yourself a cruiser and run level 2 missions very quickly (don't bother to loot), you can get your standing to the required level relatively quickly.
