If I right click an item and choose sell, lets say it says I can sell item a for x price.. yet if I look under the detailed market info, two or three jumps away there is someone buying for a much higher price, can I choose to sell to them instead, and if so how do I do it?

go to the station they are selling it at and then try to sell your stuff, you will get the highest price for that station.

Isnt there a skill that lets you sell an item to a station other then the one you are at? It seems odd that you cant sell to whatever buy order you want to.

Because the buyer might not want to come get the stuff and as such has limited his buy order to the station it is placed in.
Basically you're saying "I can't be arsed to haul my stuff to get a better price, the buyer should do that" ---

There is no skill that magicly transports goods from one station to another. When goods are bought and sold the transaction always stays at the same station.
What some of the Trade skills let you do is perform those transactions on goods that are in different stations. For example, using the Marketing skill, you could sell stuff that you have in your hanger in Jita, while you are running mining in a less crowded system.

A buyer can set the number of jumps she is willing to make in order to pick up a purchase. It can be set for this station only, this system, 1,2,3,...jumps, or the entire region.
When you look in your details you will see some buy orders are highlighted in green. These are ones you can sell to directly. Some will be in the same station as you, some will be some number of jumps away. The ones outside your station are those where the buyer set a buy area large enough to include the station you are in currently.
You can sell to anyone who is willing to come to your station to pick up what you sold.
So, it is not a matter of being able to sell to remote buyers, it is whether the buyer is willing to travel to pick up the purchase.
