Make ship names meaningful. How? Replace character names in the overview and local chat with ship names. Why? It adds some mystery and anonymity to EVE. Corp and Alliance tags should remain optional.

Remove the need to chain T2 Skills
e.g. for being able to use T2 Large guns you need to have the skills to use T2 Medium and T2 Small guns. Even if you never use or need Medium or Small guns.

Logistics Ships - if you want to make fights last longer these ships need a boost for sure. - make them more able to survive longer - as a support ship, it would be nice to fit a warfare link - drop a turret/launcher slot and increase cpu/grid to be able to use 2 large cap, armor, or shield transfers
- why is there no command ship that uses the logistics style bonuses?

I would have to focus on expansion of the current universe to help spread out the current population and that that should help reduce some of the extreme blobs and lagfests that ensue.

Make mining more interactive, less passive. Make us juggle mining yield - on the fly, "pre-process" the asteroids with rockets/flares (oooh sparkly!!!), give different rocks different yields per metre so that we have to survey them properly, a % chance for a rock to break apart on mining so that we have to retarget the shards, make the rocks different densities, affecting laser cycle time so that yields can be managed, make us manage heat build up in our lasers, add a random element of junk minerals to the ore so that the hauling back and forth something that can be optimized out in the field... add a hauler-mod that processes ore out in the field - slowly and inneficiently (something that fits in those midslots maybe?) something... anything that makes mining less repetative. You don't have to increase yield (that would increase inflation) but make getting 100% yield an interactive process that requires skill, thought or planning or some combination thereof (not just another isk/time sink)

Make so that Nosferatu and Neutralizers can only be fitted on amarr ships (capacitor race!), but only one such module per ship (except specialized ships, such curse and pilgrim).

POS's need serious all-round work.
(Yeah, yeah, one sentence, no speeches, no dialog. So feel free ignore the rest of my post, I'm just getting it off my chest ).
There are all sort of problems with them, many of which have a big impact on other parts of the game (corp -> corp standing only, warfare, sov, etc), so by just saying "POS's", I'm kinda cheating.
But they do need some serious work. Keeping them fueled burns people out over a matter of months. In war time, all the issues & bugs & problems burn people out in a matter of days.
They are an integral part of 0.0 warfare these days. I think the sheer number of people who've turned around & promised never to touch them again speaks volumes.
Logging may be a more widespread problem, but POS's cause more concentrated pain IMHO. I doubt logging looses you subscriptions. I bet POS's do.

I would like to see:
Combat to expand over a system and not be only at gates and POS's
(sorry, not a oneliner): Currently, missions provide us with loads (100?) of scenarios for combat to be in other places than gates, this could be expanded to PvP too. The biggest shortcoming of eve, to me, is that systems are this 'empty'. Adding more objectives to be achieved than just 'hold this gate' would greatly increase diversity.
(some background): When I first started playing eve 2 years ago I read about Deadspace for the first time. The background story told of colonies, military installations and even small societies to be hidden away in those hard to reach places. I was immediately intrigued by the idea, but as I went on to discover eve disappointed by their limitation to PvE.

Ships that can accept more then 1 pod.
Carriers able to move players in their hangar. Specially designed ships that allow access to additional h/m/l slots when an additional pod (and therefore and additional player) is onboard. POS's capable of taking multiple pods to control a few turrets each.

Be able to set multi. ammount of tax in your corp. Then we could set the npc/mission runners with high tax but the ppl that spent all the time working for the corp with lower tax and so on.
