No, a fixed payout in the presence of deflation would bring back insurance fraud with a vengeance. Besides where would the ISK come from to pay the insurance?

In some regards it's not a bad thought. Where it fails is in taking it too far.
ISK needs to be injected into the game in some manner otherwise it loses it's tradability value. Look at your concept from the perspective of "launch day" ... with no isk existing in the economy how do the players acquire it.
Players need to be able to generate isk so that they can trade it for something else. The ability to generate isk directly needs to be present for a person which ever region of Security Space they operate in.
NPC "kill" bounties are available to players in all security areas of the game (baring wormholes) This makes removing the ISK component from missions & incursion rewards viable.
Increase the differentiation on LP store contents, whilst lowering the isk requirement and increasing the LP cost and you have a much better concept that still enables new players to participate in the game.
If someone want to earn more isk more quickly, moving to nul-sec is the easy progression route.
The only other problem you have in trying to "fix" eve's economy, the game has been running for a long time a LOT of isk has already been injected into it.
And NO you cannot remove isk from the current playerbase to 'solve' inflation problems.
