The Villore Assembly,
Recalling our duty to protect human life from those that would do it harm,
Recognizing the danger presented by the unchecked build-up of military assets in the hands of organized crime organizations,
Noting particularly the Serpentis CorporationGÇÖs history of targeting civilians,
Concerned that our National Governments require all of their resources to handle other present threats in the cluster,
Cognizant that this military build-up presents a threat to all peoples in the cluster,
Stressing the capacity for Capsuleer forces to operate independently but with approval and direction from our sovereign National Governments,
1. Establishes a fluid router and communication network to coordinate Capsuleer response, named GÇ£Interstellar Defense NetworkGÇ¥, 2. Requests that those Capsuleers loyal to the defense of our peoples to join the network, 3. Establishes that this router and secure network will be used to coordinate regular operations against Serpentis capital assets, 4. Establishes an alert rating system within the fluid router network to communicate to Capsuleers the urgency of existing threats from the Serpentis and other organizations, ranked from Condition One, or highest severity of threat, through Condition Three, the lowest level of risk, 5. Sets the alert rating system to Condition One, due to the Serpentis Shipyard Attack in Serpentis Prime, and anticipated Serpentis counterstrikes, 6. Calls for the Senate of the Gallente Federation, and the Office of the President of the Gallente Federation, provide all material and political support to this Capsuleer effort. 7. Requests aid from all interested parties, 8. Urges unity and determination in the face of this threat.
Many of you are already aware of the spiralling situation between the Empires and the Serpentis and their Angel Cartel allies. This has reached a fever pitch in the past week, and full-scale war seems possible. We need to act now to protect ourselves and the races of New Eden from what could be a long and bloody conflict. CONCORD, once again, is not taking any significant actions. We must move now before it is too late.
Join the channel Interstellar Defense Network to participate. Operations will be open to all pilots that wish to cooperate and uphold this resolution in good faith. Destinations of fleets will be nullsec territories populated by the Serpentis. We will investigate their capital ships, their strength, and destroy as many as possible in an effort to head off this crisis before it boils over. Perhaps they will get the message after a few of their fleets are destroyed and will stand down. Regardless, we will be in a much better position to deal with future hostilities.

I'm trying to figure out how posting a list of randomly-generated names is likely to do any sort of damage to the supposed "targets," Vailatti, but so far I've only managed to pull a blank.
I will be providing options for my own pilots to deal with the Serpentis as soon as I return from my trip to Caille. They're more than welcome to join you on your escapades, Julianus, but I am unsure they'll take you up on your offer.

What better way to ruin your reputation than to entirely spoil all confidentiality of your dealers, suppliers, and clients. I would like to point out, as I did in the assembly, that the proposition here isn't particularly 'threatening'. Capsuleers have a history of being fairly peacemeal in their efforts, and this resolution seeks to establish formal communications about the 'threat', and assessing its nature.
This peacemeal approach, lacking the unity Soter is calling for, benefits not only the enemies we appear to be fighting - 'pirates' and other ne'er do wells - but also shrewd empire interests, the sorts of things that create the pirate and null-sec movements we are seeing in the first place in many cases.
Consolidation of effort seeks to lose less. Less hardware, less lives - which any captain can appreciate, pirate or not. And while we can say 'pirates are people too', the situation is somewhat more complex beyond an individual level. Conceptually, it is agreeable that both sides be prudent enough to make the right decisions with regards to personnel. Since Capsuleers are going to go after Serpentis rewards regardless of politics, this is our side doing what we can.
This is conservatism, not idealism of a pirate-less world, nor an insinuation that others (including ourselves) do not already have systems in place hoping to lessen the financial and sociological impact that black market activities illicit, occasionally by shooting at their ships relatively regularly. A black market is part of the ecosystem of any large body, and this effort is not really about threatening anyone, realistically. But like any free ecosystem any anomaly is not only noticed, but adjusted to. We will need some organization to keep things as it is, and everyone in business.
With that, I encourage those with an interest in fighting the Serpentis, even casually, to consider the router as a node to find fleets and keep up with information accrued about the changing status of Serpentis forces. This is less about law and more about order - at least, to me.
Speaking of freedom and laws, the threatening of releasing personal data is interesting and telling. Rather than to say that Gallentes are universally proud of the myriad things they try, I would say it is a reflexive reaction not to become very distressed. While I would be amused, saddened or even disappointed in the involvements of another, or theoretically embarrassed about my own, the reality of free association - first and for some time as law, but now as part of culture (though 5,000 years is technically a stretch, as civics is comparatively recent, and not even fully actualised) - means that its affect on his or her opportunities is considerably lessened if not entirely non-issue'd in some areas - at least when dealing with other fully-integrated Federals. Since that is the reaction we are familiar with, it should come as no surprise that most of us seem somewhat flippant with regards to personal control within this sphere.
Relations overall are looser here because of this, and it is generally by action, not by relationship, that a person is first judged, in opposition to most other cultures' parameters in the cluster, as I understand them. It would be of greater leverage to attack a Federal's concrete failings than exposing acrobatics that are, for most, at worst entertaining (as we will gawk at our own as quickly as anyone else, lacking in-group), but still theoretically sacred. To attack someone for being out of line of the norm is just as ill-informed. It is not just a right, but in many cases a rite of passage.
Not to say of course, that doing this or that won't get you killed or worse if you cross the wrong person. But that's an entirely different story; free association of course, has certain risks that we are not particularly protected against, where association and action are conflagrated fairly easily, even when you live this. Just to say there might be a more efficient sort-by to ruin a man than 'worst', around here, if that wasn't already obvious. There are some subtleties to it that are inducing the laughter in here, and it's not just pure promiscuity. |

CVA has been dealing with Sansha Capital class vessels for a good few weeks now, and Supercarrier vessels leading incursions for years. In all that time we have not once needed to issue a resolution or categorise the level of threat. We have simply dealt with it.
As much as I dislike the chest beating and the thinly veiled bias towards focusing on Gallente citizens and property rather then a true Cluster wide effort, I do infact wish you luck.
Any Serpentis or Angel outposts, shipyards, laboratories, Capital Vessels or other found within Providence will be dealt with. They can inquire with our designated Diplomats for Pirate Organisations, Mega Pulse Laser II and Co.
