get yourself known by the local. help the locals. you're in their space
if your corp is small or not made of morons, you will get blue to one corp, then blue to the rest
NBSI or not you'll get your home that way. NBSI space is also a lot safer than NRDS
go there but bring something for them. if you're there to suck up resources i guess they wont let you in
0.0 is all about social skills, contrary to what a lot people think ------

I know of several around the map, but ^^ is a good roadmap on how to get into the area correctly. Spend some time, get to know the locals etc.

CVA, UK, Sylph definitely operate NRDS policies in Providence...
IAC normally operates NRDS in its territories although it does withdraw this when it comes under attack.
NOS operates NRDS everywhere except a small pocket.
Imperial Order operates NBSI currently although CVA is currently trying to persuade them (using weapons) that NRDS would be in everyone in Providence's best interests - particularly in the key travel system of KBP and neighbouring low-sec Amarr/Ammatar space (as we see NBSI in Empire space as nothing more than piracy).
As someone else has pointed out NRDS does not necessarily mean that you will be safe if you turn up out of the blue, have a negative security rating and then start being an arse in local. Basic diplomatic skills are a necessity for any neutrals who wish to operate in Providence.
There is also the possibility that your corp or alliance has agrressed against the NRDS alliances in the past - in which case you could still find yourself being shot at.
Best advice is contact one of the above named alliance in advance, find out if you are KOS or not and if not let them know you are going to be around and what your intentions are.

I am not a represenative of my alliance but The Star Fraction is NRDS. And I believe since the beginning years ago. You would have to get official word. As for location, we go revolution is needed.

both UK and CVA in Providence are excellent places to start off with adventure in 0.0
each alliance has it's own station, CVA may have more than one by now, not sure as we have not been there in some time. each alliance hosts an intel channel that you can join to help keep you safe from pirates and roaming bands of nerdowells too.
but best of all is that these two alliances despite being in a constant state of war with each other will not attack neutral players they find in the others space unless you are taking a side in it.

CVA has constructed two outposts, U'K constructed one and purchased one of the former ISS outposts as well.
