you only see it occasionally if you are logging in after downtime or logging in to a high traffic/busy system
its a method of throttling logins to avoid server problems

So is it stopping me from logging in until there are less users or is it stopping me while it processes other logins?

Im pretty sure you are just in line so the server will not have to load too much at the same time. This will reduce lag, and make the risk for a timeout or frozen screen a lot smaller. I could be wrong of course, but this is my guess...

playing about 3-4 weeks now, i got that twice. and i had to wait for 2 minutes or so everytime !!!! both times it was just after downtime when all the eve addicts tryed to be first to connect :P
compared to other games like wow, i got that there more often, and the waittimes where 15 min+ (did get better as the game got older and lost more and more players ^^)
if you get annoyed by that, just install Silkroad online and try to connect on a server. i had to try login in 40min - 2 hours, every day !! most of the time its like, yeah i connected, i can play, oh no , its bed time :(

Well I can still do without it...paying for a service I may not get doesn't do it for me. I never had problems with WoW, but then, it's rubbish!

Wait you are serious. You must be one of thee only people then as at peak times you can be sitting for 30minutes to connect to a WoW server and when you do there creaky old servers often collapse under the enormous weight of the 5000 online.
Theres not a game in the world bigger than.....no wait EVE.
Its a cueing system designed to get everyone on in an orderly fashion rather than having you screaming at a blank screen as the server tries desperatley to log 30,000 people on at once.
In EVE's case the grass is most definetly not greener on the other side!

That's fair enough, a little concerning to be getting it at 21:00 GMT though. Hardly logon time.

21:00 GMT is primetime in the US. also it may be because you are in a busy system.
