When a ship flys in secure space (0.5 and above) and that ship or pilot inside it actually has a bounty on it. Can it be destroyed without having concord help him?
Can I engage into the fight first or will that lower my security status?

If you are a "pirate" and have a bounty on your head you cannot be attacked. If you are yellow you cannot be attacked. If you are flashing red - you can be attacked and the NPCs will try and attack you if it is a global red flashy. This includes anyone that is -5 or lower and not just recent (within 15 minutes) pirates.
If someone is at war with you (and you them) then they are a red flashy to you and your corp - so you can attack them and them you.
If someone has stolen from you then they are flashy to you - but not you to them. So you can kill them and concord doesn't care, but if you attack then they can fight back.
Not sure how the "kill rights" work though.
But i'm guessing that you are seeing folk with a bounty on their heads - if they are not flashing red to you then attacking them will cause you to be "concorded". If they attack first then its their problem. But there is nothing to stop you from killing them (appart from relative DPS/Tank) before concord says, no!

it depends on their security status
Once your security status reaches -5 you are considered an outlaw and can be attacked by players anywhere without CONCORD intervention.
You can only shoot someone with a bounty in 0.5+ space if they are an outlaw (they will be in a pod as their ships would be blown up by CONCORD). You can shoot anyone with a bounty in low-sec (0.4-0.1) and 0.0.

beware of following overview setting as you can configure colours yourself! always double check!

Wrong! Concord doesn't attack outlaws in hi-sec space. That job is left to the faction navies.
