in highsec we have 4 different empires and 4 different lines of ships but for some reason we are able to purchase nearly all the skill books from the different empires while being in just one empire. However there is an exception to this universal availability. the dread, freighter, and capital weapon systems skill books are limited to their empires factions which is somewhat puzzling if npcs are already offering every factions carrier and titan book.
npc skillbook orders should be consistent; either offer all or restrict npc orders to the empires the skill books are related to. |

I believe that skillbooks are already sold only by their respective racial stations. The only reason that you can find most skillbooks for racial subcapital ships in all empire regions is that players buy them from the NPCs and then sell them at the hubs for a slight markup. (hint: check the "active time" for the order... players can only keep their market orders up for a maximum of 90 days... NPC orders can be up for 365 days).
Now Capital skillbooks are not cheap and I do not think they see much market movement. Ergo... people don't buy and sell them at the markets the same way they do with other skills. So they tend to be more "empire specific."

While people do flip skillbooks at trade stations, you really can find npc orders of *almost all ships on market anywhere in highsec regardless of what empire you're in.... when was the last time you looked? |

No, they took those out and thought it would be gooderererer if humans would do them. Turns out it wasn't.

Plus there are skillbooks that are available only from the LP stores, and that are traded solely by players. Those won't be consistent either.
As far as making changes, the game tells all the newbies that they're not limited by race, so definitely all the frigate, destroyer, and cruiser skills, as well as all the small and medium weapon skills, all the support skills, and all the industry, trade, corp, and misc skills should be available in every school. Because newbies are likely to want those skills before they learn how to move properly.
So that leaves, what, a few battlecruiser and battleship skills under spaceship command, large weaponry, and everything capital ship, that can be "customized" per race? So yeah, lets give even fewer reasons to use battleships and battlecruisers, cause they're oh so popular in the current meta. |
