They've probably got a smartbombing battleship sat on the undock to kill whoever tries to run the contract in a 'ceptor.
Most likely it's being run from a kick-out station too, so you can't get back into dock.
Not really a matter for this board, though. |

I'm my own NPC alt.

Destination is likely a citadel where you cannot dock, or once the contract is accepted, they change the docking rights. |

It sure looks like it is NPC Dodixie 20. Still thinking about taking it for lulz. |

Sometimes a cigar is just a cigar.
They may not want to bear the normal risk or bother of hauling it themselves.

I've put up 1 or 2 jump contracts back when I couldn't fly any t2 ship, and a 1b blueprint was too much risk for me to fly around with. As long as its station to station you'll probably be fine. |

That's cool and all, but you literally can't activate them to any useful effect on most station undocks.

it doesn't need to be a smart bombing BS. A thrashed could Insta pop a poor fit travel interceptor and the bond would be lost. And 2 bil will net you a lot of tornados. Isn't the usual safety don't for a freighter carrying more than a bil? So this contract could even be a trap for a freighter. |

I made a contract like that one once or twice, mostly if I wanted to move a lot of expensive BPOs without risking trouble. The only difference is, I actually offered a reward high enough to make people take the contract. With this low of a reward, it really looks more like a trap.
