In order to promote the state of the economy in a series of events, we would introduce a new category called "Military Items".
Military Items
- There is two new groups: Civilian (Non-military) items and Military items.
- Military items can only be made in "facilities designated for war".
The Military ID
Empire space, also known as CONCORD protected space, now allows you to get one military ID for a faction. Your allies of the faction are considered to support you, while enemies may fire on you on sight. Only opponents with a Military ID, however, are sanctioned for this behavior.
Military Installations
With a military ID you are approved to make military installations in allied regions.
- One way is within destructible buildings, such as Citadels. Opposing military forces, are of course, free to shoot at it.
- The other is, if in empire space, in any indestructible structure (Stations) "designated for war"; Otherwise, in any of those structures. This allows the structure to be "converted" in the same way as destructible buildings are destroyed.
One more thing I thought we needed is a way to conduct warfare with this "designated for war" structures. Though becoming less about military items and more about a new idea to conduct war, we would add a new system that involves the CONCORD Security Level of a system.
Military Warfare
Indestructible Structures are considered to affect security status if designated for military operations. This allows the NPC factions to change territorial claims, and a way to claim possible storyline-related "instability" due to said changes. Capturing a system may happen after:
- In Empire Space, have "security system control". In this case there is a "assumed" security level for every involved alliance in the region. The alliance with the highest level is considered the "controller" by CONCORD, and considered as the official security level.
- Or otherwise, as usual for security levels below 0.0. There is no security level changes from indestructible structures.

not getting this....
are you trying to have some half assed FW but not FW action. Military ID permission allows me to be kos to some other side you mentioned.
I get the military id permission. You are aware of the fact indy chars with a neut alt hauler never ever eva....have to undock if they don't want to right? I undock with this char 1-2 times a year. To cash in points for cores. Core run done, they sit in station till next run many months later.
May have missed it as well. What bene's do I get with this military ID. don't say can make combat items in eve. have the slight issue of you'd be slamming new players into "wars" they don't want or are ready for. There is eve is cold...and there is now you are just being a massive prick to the noobs. they learn indy in the intro tutorials. want to do this day 4 in eve. And are WT red to somebody in someway day 5.
Enter the dilemma....they are now "war targets". CCP says we can't cherry pick gank the noobs in noobs systems. but if a war target...its not a gank. Its a legit kill. Cherry picking season in effect with no consequences?
Noob won't know or have the remote skills I have to work my magic. TBH, I don't learn about the joys of neut hauler till in a 0.0 pvp corp. With the kind words of my first CEO saying if I see any of you dying like idiots to privateers in Jita I will have your ass. Message taken, shake and bake hauler alt made lol.

Zan Shiro, no military ID = you're the same as now. Just go mine, I'm sure it's not labeled for military usage. Or pick, perhaps, nerfed or different classes of combat capable ships, acceptable without military ID usage. You are not required to get a military ID and go get ganked.
Or is the problem you can avoid this...? That's fine, since military ID's are avoidable. They're not required...

So people can not make military stuff if you pew pew their station down? Are you purposely laying grounds for monopolising an entire industry tree?

It's called a War Declaration. Anything your chosen enemy touches becomes of military importance, and you violence them until they get the message. |

-1 to the OP, bad idea is a bad idea.

I know you are talking about high sec here because war decs are essentially useless out side of high sec. In high sec you can try this but a war dec group will never be able to affect a well set up and well run high sec industrial corp to any significant degree because it is to easy to bury the real work you do behind alts, alt corps, haul contracts and npc stations. In fact the randomness of the gankers in the game have a more significant affect on operations than a war dec ever has or ever will at least in the current state of war decs. |
