I'm dabbling in high sec PI and am looking for the lowest tax rate system near Jita.
Even if it's just a single barren/temperate planet so I can setup my factories that would be good info.
I've done a bit of jumping around and most of them seem to be owned by Omega And Friends Medialabs set at 13-17%.

The first 10% of the export tax rate in highsec is NPC. The POCO owner can charge what they want on top of that. Import tax is half the export tax. The NPC component can be reduced by the Customs Code Expertise skill. It will still be difficult to operate a factory planet profitably in highsec unless your corporation/alliance owns the POCO.
There is no NPC component to the tax in low or nullsec - people working there start with much richer planets and a 10% tax advantage. |

Does not matter on a factory planet plus the induced cost of risking hauling material to low sec and then back.
Have you tried contacting the POCO owner to see if you can pay for a reduced tax rate? Or check near Jita but outside the Forge region. If 3 or 4 jumps is ok, check Oisio. It may still have POCOs not owned by Omega but they are in the process of collecting as many POCOs as they can as far as I know. |

Before you think about doing PI in highsec, train Customs Code Expertise skill yo at least IV. This reduces the NPC portion of the POCO tax. Else I give you a hint, look not further than 3j around Jita ... at last there was a suitable setup to be found when I Iast did PI in highsec.
I'm my own NPC alt.
