I'm going to make an alt focused entirely on piloting a BS. What setup of race, bloodline etc. would you recommend? I want to get him from his first day into a BS as quickly as I can, and to have the basic skills and attributes to pilot it to the best it can be.

its gonna take up to 9 months to pilot a bs effectively, and regardless of what other people say a bs with t1 guns does almost zero damage. ---------------------------

You can get away in PvE with lower skills, but still...
Even so ... Domi is probably the lowest skilled fit, NOS, Armor Tank, Drone Skills...

Personally I disagree with that as the Dominix is my favourite ship and in my experience it takes more skill to use my Dominix properly due to fitting constraints and the weapon systems that my Megathron. Don't get me wrong both ships both require a high level of skill, I just think the Dominix is much more skill intensive due to it's versatility.
And to be honest T1 drones and T1 guns aren't much use outside of PvE when facing off against the more skills players of the Eve population.
If you are looking to PvP it's a case of working your way through the food chain so to speak. It will take you many months of training in order to reach the level of skill required to fly BS effectively, let alone to truely master one.
When selecting your race of ships you need to decide how you want to play the game, every race's combat philosophy is very different to the other funddamentaly. Unforatunately I cannot delve into this as I have to log soon, however, I'm sure there are many players on the forums who would be able to point you in the right direction.

if you wanna get there quickly and be somewhat effective(pve only!!!!) a raven is the way to go, lemme tell you though I built an amarr alt for the same reason a little under a year ago, think the char is just shy of 9 million sp's now (missed some training time for a month or so) I did it because at the time I was noobish and saw amarr as only needing laser skill and armor tank skill and spaceship skill.........
so I figured they must take less then everyone else to train, boy was I wrong, I am just now starting to feel like I am semi competent(bs to 5 tech 2 tank almost tech 2 large guns, need to train drones better still, and I still have alot of support skills I need
so like I said raven goes to pve quick, could probably be in one and survive some easy lvl 4's in less then two months (not sure with starting skills of chars now) but if you wanna go pvp with this char I would a.) go a different race b.) not plan on using it with battleships at all for quite some time, unless you got alot of money to waste on lost ships in which case go for it as you may actually learn how to fly the ship in all those losses
as for race, well if you just wanna get there fast caldari achura is nice, they have tons of perception good willpower and ok intel and mem.
if you want to go the full distance as quick as possible you really need a balanced atribute build which would be one of the minmatars, maybe brutor? just minimize charisma and try and keep perception and willpower a shade above intel and memory (imo) so i might still go with achura in this case.
anyhow good luck and hope your lessons are not to costly

This is my 3rd char which is 3 months old and has only 4.4 mil SP but with stats 23.76 intelligence 15.12 charisma 22.68 perception 23.76 memory 22.68 willpower
not even maxed learning skills, but with +4 implants. I already have T2 light-medium drones, Heavy drones IV, Gallente BS, drone interfacing IV. I now need to train hull upgrades V to use T2 hardeners. To get good tank skills and drone interfacing V and Gallente BS IV i need to spend 2-3 more months. So in total of 6 months from start, i can have a decent gallente BS. 9 months is if you train for gunnery skills for T2 guns.

what you request is the impossable. Sure you can get into a BS in about a week. Problem is that your unskilled BS will do less damage than skilled cruiser, or even a highly skilled frigate.
The tank and all secondaries would be ver similar... things such as capacitor, Powergrid, CPU. Then the end result comes to dropping the BS entirely to start back at frigates... That's what i originally did with my first character.
The hardest part about jumping into a BS ASAP is that you now have to train up to the top on everything that you don't want so will avoid training.. such as small guns, medium guns, just to use large guns. A BC and some cruisers with trained t2 medium guns will easily do more damage than a BS that is using low trained t1 guns. In some cases, high trained medium t2 guns will do more than even high trained t1 large guns.
Your best option is to go with a BC. A max trained BC can do more damage and tank better than many medium trained BSs. The bonus is that it runs off of cruiser modules wich can be much easier to train for. No need for things such as training large guns LVL 5.
The whole thing is... jumping into a BS will do nothing for you other than waste your time. As a people, you'll still be insistant on learning this firsthand. You could spend the next 6 months learning the problem, and anouther 6 months trying to fix it. My alt was (imho) a competent raven pilot after about 4 months. That included full T2 tank (except X-large booster / shield amp) and T2 cruise missiles.
Caldari is probably the easiest race to get T2 tank/weapons. Simply because the training time for T2 cruise or torp is so much lower then T2 guns.
If you want it for PVP though, I think Caldari is probably not the best choice. I'd personally go for Gallente.

gallente battleships... why... well because:
learning skills 1 month large guns II 2 months battleship V 1.2 months 3 armour skills 0.7 months
other reasons:
gallente bs 5 results in pilotable carriers of the best sort, they also have 2 of the best battleships in eve fro PvP and PvE, sniping, drones, blastering... etc
if you want a long term goal.. go minmatar as they have nasty nasty battleships

allso forgot electronics and engineering skills
so around 10mill sp is a minimum to pilot a bs. A lot more if u want to pilot it well
