I'll try and keep this short... I'm sure you've noticed that there's been a noticeable uptick in Blood Raider ship sightings all across the cluster. While they're killed easier than bunch of drunken TEST pilots on a roam, one wonders what they're up to.
In collaboration with other individuals, such as Jason Galente and Alizabeth Vea, allow me to present one possible theory: They're assembling a force to hit Thera. Our observations:
1) By sending light raiding forces throughout the cluster, Omir and his group might be attempting to spread capsuleer forces thin. While we fan out in search of easy kills, the Blooders may be concentrating their forces for a hammer blow against a specific target.
2) What target, and why, you may ask. A line from his speech is below, for your convenience:
[I call] "...the faithful of our covenant of blood to rise up and reclaim the purest flesh before it is sullied by the witches and the four beasts of the system".
Given their historical focus on the blood of clones, and SOE's recent toying with cloning technology, it makes some sense that Omir and his blood puppets might try and strike a Sisters location related to cloning. Whether to destroy this new tech or steal it for themselves, no idea.
3) So what, you may ask - if they try this, capsuleer forces will dogpile on them in short order and squash them. I'd normally agree - however, were I in Omir's shoes, there's one location in the cluster where I could deploy a hammer blow against a Sister's target and have a reasonable degree of success:
You guessed it - Thera.
If he and his forces struck the system, while SOE undoubtedly has assets available to them in-system to fight the threat, along with local capsuleer residents, the rest of the cluster at-large wouldn't be able to just cyno in reinforcements or bridge fleets to the trouble area. They would need to find a nearby Thera wormhole, and get into system.
These wormholes act as natural chokepoints for gatecamps, which Omir could concentrate his forces on guarding once everything in system is relatively pacified. Moreover, given the chaotic nature of capsuleers, it's likely that many points into the system would soon be gatecamped, smartbombed by pirates, or unintentionally collapsed by pilots trying to drag heavy-mass ships into the system, like battleships (or caps, if transit is possible).
He would thus be able to have enemy forces trickle into prepared defenses, which is a set up that any FC worth their salt would kill for.
It's a possibility, especially if we become complacent about these attacks over the course of days and weeks, if they last. It's worth keeping an eye on, if nothing else.

I truly believe the Blood Raiders are concentrating their forces to destroy the Statue of Diana Kim.
Such a loss will be a mortal blow to the morale of the entire Caldari Nation.
Diana Kim's statue is the centre of gravity for the Caldari culture, without it we will be lost.
I volunteer to go deeeep cover once again for the sake of all Empire. I will penetrate these Raiders to understand their intentions. So long and don't expect any transmissions from me in the near future.............

I could give a **** less what theses guys want from this attack.
I just want to exterminate theses dishonorable savages and send the cowards back to that moldy cesspool of a region they call "Delve" . Just kill them all.

It's not clones that the Covenant wants, I think. Since with the Takmahl Device, they can make clones aplenty.
So, unless there's something else about this cloning technology, then I'm not really sure what it is that they're hoping to achieve here.
Your guess is as good as mine, I suppose.

I'm going to guess that they are after the lime light. I think that with all the news about Amarr being broadcast, they are feeling lonely and unloved....
