There really should be an attribute on each item on what type of facility can make it, whether it's a service in a citadel, array in a POS.
There are some items that say absolutely nothing.

So can a raitaru compete with this thukker array? I used the fuzzwork calculator which doesn't disable thukker for non-capital components and was like engineering complexes suck ass. |

The Raitaru is much faster, taking less than half the time of a Thukker array, but at the cost of about 10% more material.

To go along with these changes, the bonuses of the rigs themselves will be adjusted as well:
