Is there a way to destroy or steal off-lined high-sec POS's? In my travels I've found quite a few POS structures just anchored around seemingly abandoned, unfortunately concord protect them (what's the point in buying POS defence modules anyway? ).
Imho anything that isn't protected by an active shield or adequte online defensive modules should be fair game.
Is this by design, or is it one of the many POS related bugs CCP haven't got around to fixing yet?

Agressing towers that you are not at war with warrants the default concord response. -

I think all 0.5+ POSes are protected by concord even with a wardec. Unless that was changed in the recent patches

You totally wrong. Empire POS is under CONCORD protection in exchange of Sovereignity. I mean, You can't affect system Sovereignity with Your hi-sec POS. -- . |

Same in low sec but there concord does not respond - anyway - dev's have stated that concord responce when you attack corp assets you are war with is bug and will be fixsed. No fix date has been given. Concord should respond (by dev's) only if you attack POS beloning to corp you are not in war with.
Thats why mine is armed (with guns even online can you imagine it). Altho for anybody to go for medium or bigger POS with battleships only you would need to **** them off quite badly.

And for added bonus points add some shield resists and see if they can bring down the shield on a large POS before DT.

Some people make a point when saying that you get Concord protection because you are paying for the Charters used to run it in high sec. It just make sense then to be able to destroy the POS if it's offline since it's not using any Charters and is just a hunk of space junk.
CCP, let us destroy offline POS's in high sec without Concord's protection! My electric company doesn't care about me if I don't pay my bill, why should Concord?

What about an offline POS in low sec? How can you take it over? Or do you just have to blow it up and replace with your own?

Petition for the removal of the abandoned tower and a GM will come out and remove it. My buddy has done this a few times with the abandoned towers he has found.

The petition the offline tower in lo-sec didn't work. All I can say is that I was told this was a player issue, and not something they can intervene on. So I just need to blow it up

I was under the impression you could steal offline towers, by un-anchoring their modules and then the tower itself. Or refueling them for your own corporation. Is that possible? - - -

No. You can't gain access to someone else's tower - wether its online or not. There are no options to unanchor abandoned modules either.
The only way to get them removed from high sec is to petition a GM to do it for you - even then they may refuse. In low sec its not a problem as someone else has already mentioned - just blow them up
CCP need to fix this. Any POS (high sec or low sec) that doesn't have a force field active should be attackable by anyone (wether you're at war or not). It makes no sense in having POS defense modules setup otherwise.

Hells yeah they need to fix this. A few friends and I just found 7 abandoned large caldari towers.......in Low sec taking up perfectly good moons. We're gonna go at one with a Domi, Curse and Thorax for fun and because we're bored.
Honestly, if they are there and offline with no modules, we should be able to steal them and not just blow them up.

And as well they should refuse. This is a player to player issue and should not be for GMs to 'fix' for free when the anchored(offline) tower amounts to ISK immobilization and may serve a purpose for its owner.
On the other hand, in war times, POSes should be fair targets (online or not) and not be susceptible to Concord intervention against war foes.
I sincerely hope for GMs to stay out of that sort of thing that is prone to favoritism and bad judgement calls, and for CCP to disable CONCORD protection against war foes on POSes, possibly with a drop of NPC Charter requirements on POSes flagged as 'at war'.
