First I'd like to say that I'm a new player and just got into my Raven.
I was looking at NPC ship stats last night and notice that their signature radius didn't seem to be near as much of a problem as the speeds that they move. Wouldn't 3 webber drones and a target painter make frigates and cruisers melt much faster?
People generally recommend throwing out 5 tech II medium drones, but I'm wondering if torpedoes wouldn't do more damage if you could just get the frigates and cruisers to slow down.
I'm sure there's some major flaw in that plan, but I'd like to hear if anybody has tried it or what major downfalls that setup has.

Web drones are too slow to catch anything fast. You want to use rage torps+2x heavy painter drones against BSes, works quite nicely.

Unfortunatly if you cram in torpedoes you sort of leave yourself vulnerable to a group of smaller ships. The webber drones will slow them down if they decide to stay close (if they decide to fly away however the webber drones are too slow to catch them) but not enough for torps to realy do any decent amount of damage, you'll be better off with t2 medium drones.

Wouldn't a webber drone with a few levels of drone navigation be able to catch NPC frigates and cruisers in missions? Or do they start moving at 2km/s+ in lvl 4 missions?

In my experience, webbing drones don't have much trouble catching any NPCs...sure it takes a bit longer for the smaller ships, but no biggie for me. (It should be noted that I am pretty much maxxed in drone skills) The problem comes with recovering the damned things. They don't fly back to you at their max speed, and even if they did, it is still slower than other drones. I use a combination of combat and webbing drones, and I usually end up approaching my webbing drones then flying to my next point because that is faster than waiting for my drones to catch up to me once I have gotten there.
So if they a good distance away, and you realize you will have to leave soon, you are basically going to be writing them off because you likely won't get them back in time, and a webbing drone, while expensive, it certainly not worth your ship.

Gotcha, so I guess it just comes down to whether a frigate with a target painter on it would take more damage from my torps or 5 tech II drones.
Looks like I'll have to break out the calculator when I get home and do the math.

Oh I was talking about PvP. For NPCing 5 hammerheads is always the way to go. They can kill cruisers and frigs easilly.
You shouldnt be having problems with NPCs in a raven.

You shouldnt be having problems with NPCs in a raven.
Warrior IIs are alwasy nice to have, they can catch most of the small, fast frigs in missions. I prefer Hobgoblin IIs though because they are so sexy looking.
