OK Its not very often you get to check this - but I have just been mining in a small squad with me in a command ship. I have mining forman links fitted and activated and we do a few checks to check the figures.
My miner 2s are just over 103 per min. switch off the forman link (just to check) and I get exactly the same. the folks in the barges are having the the same problem - the forman links make no difference. Is this the case - or am I doing something wrong?????

You are correct that they are not working. Check out the known issues page for more information. It is under modules.

Well, that's just ducky. Are they planning on fixing this any time soon, or are they just going to turn a blind eye to it, just like drones?

well make sure you have your group in a fleet and you as a squad commander. know if that didnt fix it then you might want to know it the mining gang link don't change the amount of ore units you pull in. it changes the amount of time it takes to mine. so look and see if your times are the same with it on and off.

Foreman Link - Laser optimization does NOT effect yield, it reduces cycle time.
I can confirm, as I have tested them within the last few days in-game with both a battle cruiser and a command ship, that they do indeed work, and you do need to be a squad leader in order for your bonus to effect the squad members under you, and that you will also receive your bonus.
With max skills, you will get 22.5% cycle time reduction, so miner 2's will be 46.5 sec and strip miners will be 139.5 sec. ------------------------------------------------ UPDATED March 11 Formal request for improvements to industrialism |

The link guy can be Fleet Commander, Wing Commander, or Squad Commander. A Fleet Commander with the links for mining will pass those skills on to everyone, assuming you've put 'qualified' personnel in the Wing Commander and Squad Commander positions. When I'm in a mining op, everyone gets the bonus's listed because we put the people with the right qualifications in the right place. It's as simple as that.
And if it's annoying, it because you're letting it get to you. Gonna let a rock win?

It works fine for me, reducing the strip miner cycle down to 142.5s - not yield as said before.
Just make sure the person has commander status and it should work fine.
