What's their deal? How do they know where everybody is? And why do they spill the beans and give out a location to every scumbag who slaps a bill on their counter, even tough the target has been employee of the month for half a year?

Looks like somebody was killed and lsot some expensive gear due to a locator agent and decides that it's good to vent his anger here ;)
As an answer to the question: The agent says her/himself that he/she has used various contacts to get the location of the person. And they do it because they want isk as bad as any other man wants, or becuase CCP dev team decided that locator agents was a nice addition to the game and decided that it should also cost some.

The IC way I view it is,
1. They have an extensive network of contacts (spies and information brokers) 2. Every ship probably has a unique identification transponder which logs your movement everytime you go through a gate or dock. 3. If you have enough standings to use the agent (and they provide locator services) then they will assist you. For a fee of course.

Nah, it just always bugged me. If they have such an extensive network of contacts, that they're able to track me down in some distant station in 0.0 I just clonejumped to, within minutes no less, why can't they make themselves useful and have one of their contacts claim an escrow in another region for me or something? Or give me a mission without me being in their office for that matter.

How often can you use a locator agent? If the frequency is based on the agents level, then how often can you use a Level 3, Quality 19 locator agent?
