Make them divert resources away from any military adventurism they may be considering by giving them what they want, albeit at your timetable and by your terms. Either they have to use resources to deal with the sudden need, or they risk internal issues by utterly neglecting what they claim they want. Half solutions would be even worse.
Whatever the intent. It was a good strategic move. A relatively costless, benign way to give an opponent pause without firing a shot.
