Lets say i ahve 20 mill sp in combat, maxed out on all races drones. If i wanted to switch now to another race, which race would have the least training time to get me where i am now with guns and ships etc.

this begs the question, why?
If you are maxed out on drones, and fly gal, why would you want to switch?

I would say minmatar. Many minmatar ship have very good drone bay and it is one important secondary weapon for them.

Amarr or caldari. Caldari use hybrids and amar use some drones. Probaly i would say caldari though cause some gallente ships do use missles also.

Caldari is probably a bad choice because then you have to change all your tanking skills.
Shield Tanking Caldari > Minmatar > Gallante > Amarr
Weapons Systems: Caldari: Missiles / Hybrids Gallante: Drones / Hybrids Minmatar: Projectile / Missiles Amarr: Wait, the Amarr get weapons? Wow, I never noticed. (Lasers / Drones)
ECM: Caldari: Jamming (WTFPWN!) Gallante: Sensor Damp (Kinda retarded really, because Gallante are up close ships, and it doesn't really help there) Minmatar: Target Painting (Would have been perfect for Caldari) Amarr: Tracking Disruptor (Would have ben perfect for Minmatar)
So, if you spec'ed in Drones, I'd go for Amarr: You'll have to learn the laser skills, but virtually everything else should be free.

use the same generic gunnery skills, and use drones well. though amarr would work on the same principle.

Well I went from being speced and flying only caldari ships to flying gallente ships not that long ago. Figured some of the sheild tanking skills would come in handy when armor tanking.

Erm, having a bit more shield as a buffer never hurts a armor tanker ...
I have both sets of tanking skills maxed (I'm a Caldari, but I can fly all 4 races BSes ...), and those +25% to shield HP and recharge can make a difference, there are some level 4 missions where my armor-tanked Dominix doesn't even need its reppers, because my shield stays at 25% (yes, those first rooms with lots of frigates but no cruisers or bigger).

Definitely Amarr. All you need to train is small/medium/large energy turret. You already have all the other gunnery stuff from being Gallente, not to mention all the drone and armor tanking skills. And if you fly something like an Arbitrator, you don't even need to train for lasers.

Wow, biased maybe?
Sensor dampening is currently the best form of EW in the game, and Gallente have both close range (NOS/Blaster Domi or Hyperion) and long range (Megathron / Astarte / Eris). It's not just for lock range, either. You're pretty useless to a gang if it takes you 20 seconds to lock a Battleship.
Not only that, but EW is designed with gangs in mind, which means "would have been perfect for _______" is also incorrect. If they get past the jam, they have to wait a long time to lock because of damps, and should a turret boat get a lock, they won't be able to hit the broad side of a titan with some decent tracking disruptors.
To the OP: Since you're maxed out in drones, there is a grand total of one Amarr ship that gets a bonus to drones, but aside from that, their drone bays are [a distant] 2nd in size after Gallente. If you also have good gunnery skills, switch to Caldari. 1) Except for having to learn lasers, the rest of your gunnery skills are still useful 2) Your armor tanking skills are useful 3) Your drone skills are still useful

Arbitrator + Pilgrim = 2 Amarr ships with drone bonuses
