Since they are not found with a google search I thought I would ask so there is documentation in the future, be it possible or not.
Clone Status: Alpha
1.) Cloaking and The Venture superiors
I am aware that these or at least on e of them can fit a cloak and then I realized they are for mining/harvesting. So, is it possible to mine while cloaked or harvest gas while cloaked in a procurer or the other one? If it is possible, what happens to the laser effects? wouldn't someone still be able to see them shooting a rock? I ask mainly because I found an article about when they were first released and it talked about ninja mining in a way that seemed to point out they could cloak and mine.

I found a tool on the market that is able to block scanning equipment from scanning stuff, as well as block D-scan (I assume) and then I started to wonder, "can this be used to stop people from finding sites?". IS it in fact possible to deploy some equipment that makes probes unable to scan down a signature? Would such a thing take it off the probe list or just make it impossible to warp to?

No to the mining while cloaked. Kinda to the signature thing but its actually really worse than not having it. You can deploy a module, a mobile scan inhibitor, that lasts like an hour or so I think but IT is easier to scan down than any ship is so its quite useless but it will, for its duration, hide your ship from dscan. Then there is increasing your sensor strength versus your signature radius to make yourself harder to scan down in a site but again the site itself will be easier to scan down than yourself.
So like the above poster its really a no and no. Just a bit more info.
Have you heard anything I've said?

Any ship can install the prototype (standard) cloak. The advantage of the cov-ops cloak is that it lets you warp around cloaked, which is a rather crucial thing for getting into and out of dangerous space (wormhole space, null or low sec). You have to uncloak to mine or harvest gas, but that's part of the risk.
"Signature" can refer to a number of things. Literally, it refers to the blip that you would see on a radar screen.
In EVE, the "signature radius" stat of a ship is, for all intents and purposes, the size of the ship. The visual model of the ship may be slightly bigger or smaller, but all gameplay calculations involve the "signature radius" not the physical model size. So a ship with a smaller signature radius is harder to probe down, and also takes less damage and takes longer to lock as a target.
Another meaning for the word in EVE is the fact that your probes won't tell you what type of site you're looking at, until you've established at least a 30% reading on it. Until then, it's just a "signature" on the probes screen.
The Mobile Scan Inhibitor hides the types of ships in its vicinity, but makes it much easier to probe down their location. Ideas for how to use one. |

1.) TL;DR can you cloak and mine In all circumstances, no.
In general: - If you are cloaked, you cannot activate any modules. - If you cloak up while performing a task (example: mining), your active (see: non-passive) modules will turn off. - You cannot target anything while cloaked. - You cannot cloak while targeted by anything (player, NPC, sentry guns, etc). - You cannot cloak when something (anything) is within 2000m of you.
Here is where it gets a little tricky:
- Non-Covert Ops cloaks reduce your speed while cloaked and add a penalty to your targeting speed (whether active or inactive)
- You cannot warp while using a non-Covert Ops cloak.
- Only "special" ships with the appropriate bonus can use Covert-Ops cloaks.
With regards to "Ninja Mining" specifically... The idea is that you go to a "high risk" place and mine the rocks there. If you spot something dangerous (preferably on your Directional Scanner), move away from what you are mining, cloak up, and wait out the danger.
Also note that if someone sees you cloaking up (as in, they are on-grid with you)... they can guesstimate where you are and make an attempt to decloak you by getting close to your ship.

I am going to go on a limb and assume you are looking at a Mobile Scan Inhibitor.
The idea behind this anchorable device is that it will prevent anyone from seeing anything near to the Scan Inhibitor on their Directional Scanner.
However... there are some catches. - The Mobile Scan Inhibitor WILL show on people's Directional Scanner. They simply won't be able to see anything around it. - The Mobile Scan Inhibitor will also prevent YOU from seeing anything on your Directional Scanner. - The Mobile Scan Inhibitor is EASIER to probe down than a ship. - (to my knowledge) the MSI will not prevent people from being able to probe down anomalies or signatures.
All of this is by design. So a Mobile Scan Inhibitor is more useful if you want to set up a trap... less useful if you want to stay hidden.

In general, "instancing" (see: creating an environment that no one else can bother you in) is antithetical to the design of EVE as a whole.
There HAS to be a way for someone to "interfere" in some way.
