Hi all
I've recently returned to the game. Sorry if this is the wrong place for this post.
Ok, so I was ice mining in 0.4 sec. A couple of NPC rats warped in and I killed them and carried on mining. About 2 mins later 2 pvp ships warped in and killed me before I could warp out. No probs with that, but I noticed that I had no kill rights on these two players or that concord had intervened. Not sure why this is. Can anyone help?

0.4 is low sec. No Concord.

You were in low sec, concord doesn't go there you should consider moving back into high sec which is 1.0 - .5 |

As you where in Low Security Space, Concord was unable and unwilling to respond. You were sent a message via the fluid Router Messaging System before you jumped into that section of space. We at Concord would like to remind all pilot that we would love to be able to respond everywhere we are needed in New Eden, but do to the current political and budgetary realities we are unable to do so.

Thanks. While the lowsec thing explains why no concord, I am surprised by the no killrights. The way I understood it, the same laws are in place in lowsec, just not a concord response. So, I don't know what to tell you about that one.

To get a KR they need to agress your Pod in LS not your ship. Google for the Crimewatch Dev Blogs for full explanation.

Thanks. While the lowsec thing explains why no concord, I am surprised by the no killrights. The way I understood it, the same laws are in place in lowsec, just not a concord response. So, I don't know what to tell you about that one. in lowsec you only get killright if they attack your pod |

Say price. I am wealthy. I am interested in one system in particular. If really ISK is an issue. If not, make necessary regulations for capsuleers, so they can have a chance to do it themselves.

If they were to allow people to pay to turn system from low sec to high sec, there would also need to be the reverse option. If the reverse option is not selected, then something else would come like a CONCORD upkeep price where player ahve to pay so CONCORD keep monitoring and enforcing the law in the HS systems. |

You are aware that you just took an ISD role playing a CORNCORD officer on the forums literally... right?
ISK is not the issue. And yes... every NPC organization in EVE is pretty much corrupt, hamstrung by organizations that are corrupt, and/or are not as altruistic as you think.
EVE is a "dystopia." It is not supposed to function "correctly."

But as was mentioned earlier, if someone can bribe CONCORD, let it be players, and it sure could affect some systems, not all, and could go in both directions, some players taking side of CONCORD, and others taking side of pirates.
